AI speeds up EU accession: Ukraine and Latvia join forces

Ukraine has signed an MoU with Latvian AI company Tilde, Latvia’s National AI Center, and the Government Office for European Integration Coordination to accelerate alignment with EU law using artificial intelligence.

Joining the EU means adapting nearly 30,000 legal acts. To speed up this process, Ukraine is developing an AI tool for document translation and analysis — based on Latvian technology already used by Ukrainian institutions.

The agreement formalizes an ongoing collaboration and unlocks new technical and institutional cooperation at the European level.

The partnership includes:

• Joint development of an AI-powered assistant for legal analysis

• Exchange of expertise in training large language models, especially for Ukrainian

• Access to EuroHPC infrastructure for high-performance computing

• Development of AI solutions for public services, education, and business

• Participation in EU initiatives and funding programs

With real-world AI deployment and trusted partners, Ukraine is turning bureaucratic complexity into digital acceleration.
