Country of e-Entrepreneurs: All Business Services Online

e-Entrepreneur is a turnkey service on the Diia portal that combines 15 services for business in one application — from opening a sole proprietorship to a fire declaration. 33 minutes instead of 10+ days to visit institutions — this is how long it takes to fill out an online application on the portal.
How e-Entrepreneur simplifies running a business in Ukraine, explains Kitsoft, which provided the technical implementation of the comprehensive service in Diia.
Currently, there are 15 services available on e-Entrepreneur. It allows to:
- register as an individual entrepreneur (IE) or set up a limited liability company (LLC);
- register as a taxpayer;
- obtain and store all necessary licenses, permits, declarations, and other documents in one place;
- automatically submit documents to public authorities.
e-Entrepreneur also offers a range of services by type of small business, such as cafes, beauty salons, IT, retail stores, etc.
New technology
Each of the 15 services in e-Entrepreneur is provided by different government agencies and has its own scenario, so we started designing by defining the order of their provision and describing the algorithm for transferring results within a single process.
To implement such a comprehensive service on the platform, the Kitsoft team has developed a complex technology that combines all the services already available on the Diia portal.
At the same time, the technology eliminates the duplication of steps that are repeated in individual services. This makes it much easier to obtain all the services your business needs.
With automated algorithms for data processing and exchange, e-Entrepreneur interacts with state registries so that users do not have to enter data that the state already has. The necessary information is automatically pulled into the application, and the results of the services provided are recorded in the relevant registers.
As of today, e-Entrepreneur integrates with 10 external systems, such as the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations, Electronic taxpayer account, Unified State Electronic System of Permits, and others.
Data exchange systems' interoperability significantly minimizes the human factor, reduces the number of errors, and simplifies and speeds up the process of providing services to users.
How it works
To access up to 15 business services in the e-Entrepreneur service, users need to follow just a few steps:
1. Log in to the personal account on the Diia portal and select the e-Entrepreneur service.
If users need help selecting services, they can complete a short questionnaire with hints or directly access the list of services. At this stage, the system automatically sends a request to the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Formations (USR) and retrieves all available information about the applicant.
2. Select the necessary services and complete the online application.
After the user selects all required services from the proposed list and fills out the online form, the provided information is automatically checked for correctness and compliance with regulatory requirements.
The system then establishes connections between the different stages of data processing, determining the sequence of each selected service.
3. Verify contact details and the type of business activity.
If there are discrepancies, the user is advised to contact the Administrative Services Center.
4. Add the necessary information, confirm, and sign the application using Diia.Signature, a file-based or hardware key.
The system will process the application according to the established sequence of all ordered services.
If additional data is needed from other registers or the applicant, e-Entrepreneur will automatically request it from the relevant sources.
5. Check the results. The statuses and registration numbers of each service within a single e-Entrepreneur application are displayed in the user’s account on Diia.
To implement comprehensive services like e-Entrepreneur, our team has developed multi-status functionality. The system immediately informs the user about any additional actions required, status changes, and document readiness in their account for each ordered service.
6. Make useful things and change the world for the better :)
Previously, obtaining various permits required entrepreneurs to spend 4 to 8 weeks and visit at least 3 different government offices to register their business. Now, submitting all documents online takes 10 to 40 minutes. The approval by officials requires 1 to 10 working days, depending on the list of selected services.
e-Entrepreneur significantly reduces the time needed for processing essential business documents and simplifies communication with government agencies. Entrepreneurs can thus focus on truly important matters without wasting extra time on bureaucracy.
Data Security
The national electronic interaction system Trembita ensures the information interaction of e-entrepreneurs with external systems, guaranteeing secure data transmission and the stable operation of all systems.
