In just 5 days: Mauritania Bulids E-Gov Service with Ukrainian Support

In a powerful example of international cooperation, the Ukrainian GovTech company Kitsoft, in partnership with the International Telecommunication Union (ITU) and the government of Mauritania, conducted an intensive five-day digital transformation workshop in Nouakchott. The result: a new public e-service developed and launched — from scratch — in just five days.
More than 30 representatives from key Mauritanian ministries — including Justice, Transport, Finance, and Digital Transformation — took part in the workshop. The goal was to demonstrate how government teams can independently design, build, and launch digital services, using modern tools and international best practices.
At the heart of the training was the Liquio low-code platform, developed by Kitsoft and powered by AI. It allowed participants to rapidly prototype, test, and deploy a real digital service — fully integrated with national registries and eID.
According to Helen Uvarenko, International Program Lead at Kitsoft, Mauritania’s digital maturity and thoughtful approach to selecting tech partners made a strong impression. She emphasized that instead of rushing into procurement, the local team carefully assessed the tools and methods they were being introduced to. The workshop gave them a unique opportunity to work hands-on with a certified GovStack solution and gain real experience in building a digital service from the ground up.
Step-by-step: from idea to fully working service
During the workshop, five government teams created a real digital service — Company Registration in the National Social Security Fund — going through a complete development cycle:
- Process Analysis — assessing the current process, identifying pain points and automation opportunities, and mapping data flows.
- Technical Specification Development — using AI-based tools to define the service logic, roles, rules, and requirements.
- Form and Interface Creation — building interactive forms and workflows using a no-code builder and pre-configured modules.
- Integration with Registries — simulating real-time data exchange with government databases.
- Extended Functionality — adding certificate verification via QR codes, automatic notifications, and access control settings.
Kitsoft’s team provided step-by-step video tutorials and full technical support, empowering participants to not only learn the platform but also deliver a fully functional MVP of a real service in just five days.
A part of the Global GovStack initiative
This workshop is part of a larger national project led by ITU to support digital transformation in Mauritania. It also aligns with the Global GovStack initiative, which provides countries with modular building blocks, development sandboxes, and technical guidance to accelerate the creation of people-centric digital services.
For us, it’s not just about delivering cutting-edge platforms. It’s about sharing knowledge, helping governments become more self-sufficient, and building sustainable, secure, and inclusive digital ecosystems.
For Kitsoft, this is not the first experience of working abroad. A similar session was recently held in Montenegro, where Ukrainian experts also shared practical tools and strategies for rapid digital service delivery.
