Italy allocates nearly €1 million to strengthen cybersecurity in Ukraine’s Ternopil region

Italy has allocated nearly €900,000 to strengthen the cyber resilience of Ukraine’s Ternopil region. The projects will be implemented under the Tallinn Mechanism — an international initiative supporting Ukraine in countering cyber threats. An additional €100,000 has been provided to support the operations of the Tallinn Mechanism Project Office (TMPO) based in Kyiv. In total, Italy’s contribution to strengthening Ukraine’s cybersecurity amounts to €1 million.
Speaking about the security of Europe and Ukraine, it is impossible to ignore cybersecurity, as it is critical to preserving societal stability and resilience. This is why Italy is firmly committed to supporting Ukraine within the Tallinn Mechanism by strengthening its cyber capabilities. Such support not only helps address immediate challenges, but also lays the foundation for Ukraine’s full recovery and long-term resilience once the current conflict ends
Two cybersecurity projects for the Ternopil region
As part of the cooperation with Italy, two large-scale cybersecurity projects will be implemented in the Ternopil region:
- modernization of network and server infrastructure;
- development of a secure network using automated security tools, including Endpoint Detection and Response (EDR) systems, as well as training personnel to operate and respond effectively to advanced cyber threats.
These projects are an important step toward strengthening the cyber resilience of the Ternopil region. They will modernize the digital infrastructure of public authorities, enhance the protection of public services, and ensure their uninterrupted operation amid growing cyber threats. International support at the regional level directly strengthens Ukraine’s national cybersecurity
Supporting national and international coordination
Part of Italy’s contribution will be used by the Tallinn Mechanism Project Office to support initiatives that strengthen Ukraine’s cybersecurity ecosystem at both national and international levels.
Italy will also support the annual review of Ukraine’s national cybersecurity system under the Tallinn Mechanism. The review is conducted by the National Cybersecurity Coordination Center (NCCC) under the National Security and Defense Council of Ukraine, in line with the Cybersecurity Strategy Implementation Plan. The assessment provides a comprehensive overview of the threat landscape, identifies key risks, and offers recommendations to mitigate them.
We are sincerely grateful to Italy for its support and trust in strengthening Ukraine’s cybersecurity. This funding allows us to simultaneously enhance regional capacities and implement initiatives focused on strategic coordination, policy development, and international cooperation — all of which contribute to Ukraine’s long-term cyber resilience
Next steps in cooperation
In 2026, Italy is considering further deepening cooperation with Ukraine in the digital sphere, including initiatives aimed at strengthening cybersecurity of central government institutions, including the Ministry of Economy of Ukraine.
Italy joined the Tallinn Mechanism in 2024. During the Ukraine Recovery Conference held in Rome in July 2025, the foreign ministers of Ukraine and Italy signed a declaration of intent on developing long-term initiatives to enhance Ukraine’s cyber capabilities and strengthen its digital infrastructure.
The Tallinn Mechanism was launched in 2023. It currently brings together the United Kingdom, Denmark, Estonia, Italy, Canada, the Netherlands, Germany, Norway, Poland, the United States, France, Sweden, and Finland. The European Union, NATO, and the World Bank participate as official observers.
The Tallinn Mechanism Project Office coordinates implementation of initiatives and facilitates cooperation between Ukrainian institutions and international partners. The office was initiated by the Ministry of Digital Transformation of Ukraine.
