Scaling Ukraine's Diia Globally: A Blueprint for Digital Governments

The Ministry of Digital Transformation of Ukraine, GovStack, and Eurasia Foundation have launched a joint project, “Scaling Diia Globally: Diia Showcase and Digital Wallet Proof of Concept”, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).

By scaling Diia globally, Ukraine contributes its experience to international efforts to build standardized, trustworthy digital public services, supporting governments in developing citizen-centric digital systems aligned with global standards.

Ukraine’s government app, Diia, has demonstrated how digital solutions can provide concrete support to people in times of crisis. Diia emerged as a practical solution to enable convenient interaction between citizens and public services. Over time, it has evolved into a scalable model of how digital government can function — fast, secure, and citizen-centric.

Eurasia Foundation has received grant funding through Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ), funded by the BMZ, to implement the initiative, which aims to present Ukraine's Digital government model on the international stage. The project aims to present Ukraine’s digital government model internationally and provide practical tools that other countries can adapt to their own digital ecosystems.

In collaboration with Eurasia Foundation and Ukraine’s Ministry of Digital Transformation, a dedicated version of the digital wallet is being developed in accordance with GovStack standards. The solution will be available for testing in the GovStack sandbox and can be reused by other countries as a foundation for implementing digital wallet.

Within the international project with GovStack and Eurasia Foundation, aimed at scaling Ukraine’s experience globally, we will present the Diia Global Showcase, which other countries will be able to review and adapt to their own digital challenges. It is important that this project is not only about showcasing a successful case, but about creating a practical tool for governments: a clear model and demonstration solutions that can be used as a basis for building or modernizing their own digital systems, as well as about sharing resilience, trust, and modern governance approaches with those facing similar challenges

The project focuses on two key areas:

  • Development of the Diia Global Showcase — an international case study demonstrating Diia as a successful example of building digital public services. Special emphasis will be placed on the digital wallet as one of the core elements of the ecosystem.
  • Development of a Digital Wallet proof of concept — a demonstration solution aligned with  Govstack standards that can be adapted by other countries within their digital governance systems.

📌 GovStack is a global initiative that brings partners together to build government digital services based on standardized “building blocks.” This approach enables countries to rapidly implement and adapt proven digital infrastructure components, including digital wallets, identification systems, registries, and other services.

Through the cooperation between the Ministry of Digital Transformation, Diia, GovStack, and Eurasia Foundation, Ukraine’s digital services ecosystem gains the opportunity to become an international reference and support other governments in implementing modern digital transformation solutions.
