Ukraine Advances Toward AI and Chip Policy

The Government of Ukraine expands the mandate of the Ministry of Digital Transformation: new resolution on robotics, AI, and semiconductor technologies

The Government of Ukraine has adopted a resolution defining key priorities for the development of robotics, unmanned systems, AI, and semiconductor technologies.

The document expands the functions of the Ministry of Digital Transformation — from now on, the Ministry will be responsible for shaping and implementing policy in these fields, including the application of innovative technologies to strengthen Ukraine’s defense capabilities.

This resolution is a crucial step toward technological sovereignty and the growth of an innovation-based economy. It also opens up new opportunities to support Ukrainian technology developers and accelerate the rollout of cutting-edge robotic and unmanned solutions.

The resolution is part of the implementation of Ukraine’s Global Innovation Strategy until 2030 (WINWIN), particularly in the areas of semiconductor industry development and the creation of domestic infrastructure for AI technologies.

Key changes introduced by the resolution:

  • Legal and regulatory framework: Introduction of clear requirements for technology providers to ensure data protection and performance in the fields of robotics and unmanned systems
  • Support for scientific research: Promotion of research and development, as well as educational and training programs in robotics, unmanned systems, and AI
  • Support for business: Financial incentives for companies operating in robotics, drone technologies, AI, and semiconductors
  • Focus on microelectronics: Support for the growth of domestic semiconductor production, including the creation of an innovation cluster in microelectronics
  • Deployment of AI in public administration and national security
  • Launch of a platform to accelerate the market entry of Ukrainian tech solutions
  • Establishment of a national testing and certification system for innovative technologies, including infrastructure for demonstration and testing

With the adoption of this resolution, Ukraine gains new momentum to develop robotic and unmanned technologies not only for industrial applications but also for everyday use — from medical robots to autonomous vehicles.

Additionally, the resolution is expected to improve the investment climate, enabling international companies and startups to collaborate with Ukrainian enterprises and bringing Ukraine closer to European Union standards in innovation and digital technology.
