The Second GGTC Opens in Kyiv

The World Economic Forum has launched the Global Government Technology Centre (GGTC Kyiv) to advance GovTech practices worldwide. GGTC Kyiv becomes the world’s second GovTech centre after Berlin and the 21st Centre for the Fourth Industrial Revolution (C4IR) within the World Economic Forum’s network.

GGTC Kyiv will serve as a collaboration platform for governments, businesses, researchers, tech companies, and startups. The centre will drive the implementation of innovative solutions, facilitate the exchange of best GovTech practices, and support joint projects. By partnering with international stakeholders, Ukrainian startups will gain access to global expertise, accelerating digital reforms in the public sector worldwide.

In partnership with the Centre for the Fourth Industrial Revolution and GGTC Berlin, GGTC Kyiv will provide a space for communication and knowledge-sharing to advance GovTech solutions globally. By leveraging AI, IoT, and blockchain technologies while focusing on cybersecurity, the centre will foster an innovation ecosystem with both local and global impact.

Key Directions of GGTC Kyiv

  • GovTech Observatory — a platform for tracking global and national GovTech trends. Through cutting-edge research, user-friendly tools, and collaborations with global experts, the Observatory will serve as a hub for knowledge-sharing and data-driven policy development.
  • Innovation Gateway — A platform for partner matchmaking, piloting, and scaling technologies in Ukraine while attracting global investments. Bringing together key centres in AI, EdTech, Defence Tech, Semiconductors, BioTech, Green Tech, AUVs and other sectors, GGTC Kyiv will showcase Ukraine’s innovation potential.
  • FutureGov Education — A learning hub for public sector leaders, equipping them with the tools to adapt emerging technologies, including digital twins and artificial intelligence. In partnership with CDTO Campus, the centre will create an experimental space where leaders from around the world can test and implement cutting-edge digital solutions.

GGTC Kyiv is led by Zoya Lytvyn, a social entrepreneur and innovation leader actively driving digital transformation in education. She is a member of the Young Global Leaders Community, an initiative of the World Economic Forum, and has been recognized among the 100 most influential women in Ukraine.

GGTC Kyiv was established at the initiative of the Ministry of Digital Transformation of Ukraine as part of the EGAP Programme, implemented by the East Europe Foundation with funding from Switzerland. The foundation serves as an implementation partner, supporting the centre’s operations through a strategic partnership with the Swiss Government. With a decade of experience implementing the flagship EGAP Programme in digital transformation and sustainable development, the foundation provides expertise and infrastructure to help the centre achieve its mission.
