Ukraine and Estonia to Develop Joint Projects in Digitalisation and Cybersecurity

On October 9, during the Tallinn Digital Summit, Liisa-Ly Pakosta, Minister of Justice and Digital Affairs of Estonia, and Vitalii Balashov, Deputy Minister of Digital Transformation of Ukraine, signed a Memorandum of Cooperation in the fields of digitalisation and cybersecurity.
Estonia’s support is invaluable — politically, militarily, and in the digital sphere. This memorandum is another step in strengthening our partnership. Digital solutions and cybersecurity are critically important both for defending the state and for planning future recovery. I am grateful to Estonia for its unconditional support for Ukraine and our long-standing partnership
The memorandum provides for the implementation of joint projects in artificial intelligence, cybersecurity, and e-services.
This memorandum is not just a declaration of intent, but a concrete action plan that brings our cooperation to a new level. We aim to launch practical projects that will create solutions useful for both sides and have the potential for international application
Key areas of cooperation include:
- Establishing a joint AI Accelerator to test and implement AI solutions in government institutions
- Launching an AI Sandbox for the safe testing of new technologies
- Implementing pilot EdTech projects to create AI tutors and digital learning platforms
- Developing and deploying at least one joint AI proof-of-concept (POC) project by the end of 2026
- Participating jointly in international cyber exercises, including Locked Shields by the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE)
- Developing open GovTech solutions and training programs for civil servants
- Exchanging experience in data management and implementing post-quantum cryptography in e-services
- Conducting expert meetings, workshops, and demo days, including on AI applications in cybersecurity
- Sharing best practices and threat intelligence in cybersecurity
Estonia is globally recognised for its achievements in e-governance and cyber expertise. By combining this experience with the innovations that emerged in Ukraine during the war, we can develop solutions that enhance the digital resilience of both countries and contribute to an open, democratic, and technological world
Ukraine and Estonia continue to demonstrate what win-win cooperation looks like in practice — building strong, secure, and innovative digital states together.
