Ukraine Leads Europe in Startup Support

Ukraine has been included in the European Startup Nations Alliance (ESNA) Report 2024 for the first time. Among 24 European countries, Ukraine ranked 4th in implementing Startup Nations Standards (SNS). One of the key factors behind this success is Diia, which enables Ukrainians to access government services and register businesses quickly.
Startup Nations Standards (SNS) is a set of best practices to support entrepreneurship in the EU and foster the growth of startups into small and medium-sized innovative enterprises. Ukraine’s SNS implementation level is 73%, significantly higher than the EU average of 61%.
Ukraine’s Key Achievements in the ESNA 2024 Report:
- Business Registration Speed — 100%. Ukraine is among the 17% of European countries where a company can be registered in just one day, which is made possible through Diia’s digital services.
- Access to Funding — 100%. The Ukrainian Startup Fund (USF) has been recognized as a benchmark for effective startup support, ensuring access to essential financing for Ukrainian startups.
- Digital Technologies & Access to Public E-Services — 100%. Ukraine has achieved full digital accessibility and is one of 18 European countries with the highest level of digitalization. This reflects the strong development of digital infrastructure, which ensures convenience for citizens and businesses and creates a favorable business environment.
- Tax Regulations & Stock Options — 100%. Ukraine offers a favorable tax regime for tech companies within Diia.City. Startups also have access to stock options, allowing employees to acquire company shares, a key financial instrument for growth.
The European Startup Nations Alliance (ESNA) evaluates SNS implementation across Europe, highlighting key achievements and the state of national startup ecosystems. In November 2024, Ukraine officially joined the European startup map when the Ukrainian Startup Fund (USF) became a member of ESNA.
