Ukraine Closes Digital Trust Gap with Singapore, Says New GovTech Report

Ukraine has released its first GovTech Public Pulse — and the results are striking. Despite the ongoing war, 75% of Ukrainians are satisfied with digital government services, a level of trust approaching that of global leaders like Singapore. In a Europe-first comparison using Deloitte benchmarks, Ukraine’s satisfaction gap between public and private digital services is only 11%, just 3% shy of the world’s best.
Released on 21 May 2025 by GGTC Kyiv in partnership with research firm Info Sapiens, the GovTech Public Pulse captures how citizens perceive and use digital services in Ukraine — and how far the country has come in reimagining governance through tech.
Key insights include:
- Digital reach: 55% of Ukrainians used digital government services in the past year.
- Widespread satisfaction: 75% are satisfied with public digital platforms, 86% with business ones.
- Youth drive: 38% increased their use of digital services since 2019.
- Trust in tech innovation: Over 75% support the development of cybersecurity, drones, and 5G/6G.
- Generational gap on AI: While 74% of young citizens support AI, just 35% of seniors do.
Ukraine’s 11% satisfaction gap is well below the 21% average across 13 countries surveyed by Deloitte’s 2023 Digital Citizen Survey, bringing it closer to the 8% gap in Singapore — long considered a benchmark for digital governance.

In a country amidst the war, Ukraine’s digital transformation is not just surviving — it’s setting new standards. With trust levels rising and adoption spreading across demographics, the digital state is becoming a unifying civic infrastructure.
The study also illustrates how public-private cooperation strengthens digital democracy. Info Sapiens conducted the research pro bono, providing design, fieldwork, and analysis. This sets a compelling precedent for responsible data partnerships in the public sector.
About the survey:
The research was carried out in April 2025, using a representative sample of 1,000 Ukrainians across unoccupied territories, with a margin of error of ±3.1%. Key questions aligned with the Deloitte Digital Citizen Survey, enabling meaningful international benchmarking.
