The Ministry of Youth and Sports launches a new service based on large language models — the 1st LLM project in state systems and registers of Ukraine.
The MK-consulting team, using LLM, developed and implemented a service for automated verification of applications for participation in international youth exchange projects’ competitions. The service is implemented using GenAI, LLM, Gemma2, RAG, PostgreSQL, PGVector, Langfuse, SGLang, LocalAI technologies and approaches.
What makes the solution unique?
For the first time in a government project in Ukraine, open-source large language models are used, hosted exclusively on the infrastructure of the Ukrainian data center (De Novo) in full compliance with national information protection requirements. Therefore, this project creates an important precedent for scaling the LLM solution in other government services.
The goal of the project:
To simplify the application submission and processing process, making it more efficient and transparent, helping to attract more applicants to the competitions.

The Project is implemented for the Ministry of Youth and Sports of Ukraine thanks to support of the E-Government for Accountability and Community Participation (EGAP) Program, funded by the Government of Switzerland and implemented by the Eastern Europe Foundation in cooperation with the Ministry of Digital Transformation and the Innovabridge Foundation.
