Launch GovTech Intelligence Hub — a global platform for sharing knowledge in digital public governance

The World Economic Forum, together with the Global Government Technology Centres (GGTC) in Berlin and Kyiv, has initiated the creation of an international analytical platform — the GovTech Intelligence Hub. It aims to consolidate top-tier knowledge, experience, and insights on public sector digital transformation.

The Hub serves as a space for sharing ideas, research, practical case studies, and expert opinions from digital leaders around the world. It provides a comprehensive view of how technology is reshaping public services — from strategic vision to national and regional implementation.

The creation of the Hub continues the long-term efforts of GGTC Berlin and GGTC Kyiv in advancing global GovTech cooperation. In January 2025, the Global GovTech Board was launched in Davos as a community of digital ministers working to solve the most pressing challenges of digital transformation. The GovTech Intelligence Hub represents a new phase in global GovTech collaboration — aimed at gathering and sharing practical expertise in governance innovation.

The launch of the GovTech Intelligence Hub marks a new chapter in global digital cooperation — more than a platform; it is a shared commitment to making digital governance smarter, faster, and more human-centered. Our country is proud to be among the first contributors, not just because our solutions have been tested in challenging times (first COVID-19, then — the full-scale russian invasion) but because we believe in open collaboration and strong partnerships. GovTech has the power to transcend borders — to be shared, scaled, and adapted globally, especially in times of crisis, when resilient public infrastructure matters most

The Hub already features:

  • columns by digital ministers and transformation leaders from across the globe;
  • analytical materials, research and expert content on innovation, technology policy, and implementation;
  • successful case studies of digital governance — from local to national scale.

Ukraine has been actively involved in the launch of the platform, with GGTC Kyiv serving as a co-initiator and project partner. Among the first publications are case studies of Ukrainian digital solutions such as Diia and its ecosystem projects, eHealth, uResidency, and others. The platform will continue to feature new contributions from Ukrainian digital leaders — including opinion pieces, policy insights, and best practices tested under real-world conditions.

Global Government Technology Centre (GGTC Kyiv) was established by the World Economic Forum in partnership with the Ministry of Digital Transformation of Ukraine to promote the world’s leading GovTech practices. GGTC Kyiv became the second GovTech Centre in the world after Berlin and the 21st Centre for the Fourth Industrial Revolution (C4IR) within the World Economic Forum’s global network.

Global Government Technology Centre in Kyiv operates under EGAP Program, implemented by East Europe Foundation with the support of Switzerland, and initiated by the Ministry of Digital Transformation of Ukraine.
