Ukraine IT Exports Rise to 43% of Total Trade

Minimal Revenue Growth, but Significant Increase in Share of Total Exports

In the first half of 2025, Ukraine’s export of computer services grew by 0.1% compared to the same period in 2024. At the same time, the share of telecommunications, computer, and information services in total exports increased from 38.5% to 43%.

This is according to data from the National Bank of Ukraine (NBU) in their recently published report on the dynamics of Ukrainian goods and services exports.

In the first half of 2025, the total export volume of all types of services amounted to $7.617 billion, which is 10.9% lower compared to the same period in 2024 ($8.548 billion). Despite the overall decrease, the share of telecommunications, computer, and information services in total exports grew from 38.5% (or $3.291 billion) to 43% (or $3.276 billion).

This indicates the relative resilience of the IT sector even amidst the overall downturn and war. Ukrainian IT services exports continue to be an important component of the economy, primarily driven by the export of computer services

As in previous years, computer services represent the largest share among all telecommunications, computer, and information services. In January–June 2025, the volume of computer services exports amounted to $3.210 billion, which is 0.1% higher than the same period in 2024, when the volume was $3.207 billion.

In turn, the volume of telecommunications services in the first half of 2025 fell to $41 million, compared to $59 million in the same period in 2024. However, the export volume of information services remained unchanged at $25 million

According to Office representatives, in the first half of 2025, the export of computer services demonstrated uneven dynamics with periodic fluctuations.

The largest monthly increase in 2025 occurred in February — $535 million, which is 9.41% higher than in January. Significant growth was also recorded in April — $569 million (+4.21% compared to March). For comparison, in 2024, the highest increase occurred in March — $565 million (+9.28% compared to February).

At the same time, declining trends were observed at the end of both periods. In 2025, export volumes decreased in May — $545 million (–4.22% compared to April), and in June — $526 million (–3.49% compared to May). Similarly, in 2024, the worst dynamics were observed in June — $512 million, which is 8.57% lower than in May

According to them, in 2025, the highest export volumes of computer services were recorded in April ($569 million), March ($546 million), and May ($545 million). Similarly, the best results for 2024 were in March ($565 million), May ($560 million), and April ($545 million). The lowest monthly volumes in 2025 were in January — $489 million, and in 2024, they were in January ($508 million), February ($517 million), and June ($512 million).

The primary countries to which the Ukrainian IT sector exports its services remain the USA — $1.135 billion (–6.41% compared to 2024), the United Kingdom — $283 million (+0.65%), Malta — $281 million (+10.82%), Cyprus — $231 million (+31.09%), Israel — $133 million (–13.09%), Switzerland — $127 million (–7.4%), Germany — $118 million (–7.93%), and Estonia — $100 million (+23.79%).

The highest growth in computer services exports in the first half of 2025 was observed in Finland — $13 million (+49.75%), Latvia — $7 million (+44.33%), and Luxembourg — $7 million (+35.43%). Declines were recorded in Austria — $13 million (–43.99%) and Georgia — $4 million (–29.95%)

It should be noted that data for April, May, and June 2025 are preliminary and may be revised later.
