How Ukraine is building the State online gambling monitoring system

The IT company Kitsoft has completed the first phase of Ukraine’s State Online Gambling Monitoring System for PlayCity, the government agency responsible for regulating the gambling market. The digital platform has been assembled, tested, and launched in pilot operation, forming the foundation for further system development.

The monitoring system is designed to become a key state instrument for ensuring market transparency, regulatory oversight, and control over tax compliance in the gambling sector.

Core system components

As part of the first phase, Kitsoft developed the core architecture of the system, including:

• electronic workspaces for market participants and regulators,

• a centralized data collection module,

• analytical dashboards and reporting tools,

• registries of gambling operators and licensed activities.

The system is already operational in pilot mode and ready for gradual scaling and functional expansion.

Technology foundation: low-code platform Liquio

The online gambling monitoring system is built on Liquio, a low-code platform developed by Kitsoft. Its architecture enabled the system to be designed from the outset for national-scale operation. The platform is capable of processing up to 100,000 operations per second, with capacity for further load growth.

Liquio supports real-time processing of large data volumes and complex transactional flows. The low-code approach allows rapid development and adaptation without limiting the complexity required for state-level digital systems.

Liquio is included in the international GovStack catalog and is certified by Ukraine’s State Service of Special Communications with G2 assurance level, confirming compliance with government information security requirements. The platform follows an open-source approach, ensuring digital sovereignty, long-term system sustainability, and continued state control over critical infrastructure.

Liquio is already used as the technological foundation for several national digital services, including the Diia portal, e-Entrepreneur, uResidency, eBaby, and the e-Veteran portal.

Electronic workspaces and market access

The system includes dedicated electronic workspaces for:

• gambling operators,

PlayCity,

• the State Tax Service of Ukraine.

Through the gambling operator workspace, users can:

• register in the monitoring system,

• manage information about gambling venues, websites, and mobile applications,

• maintain records of gambling equipment,

• manage authorized representatives,

• generate and revoke access keys for automated transaction data transfer.

User roles and permissions are clearly defined. Access to the system is provided via qualified electronic signature (QES), ensuring secure authentication.

The system architecture supports large-scale participation: dozens of authorized officials can operate within PlayCity and the State Tax Service dashboards, while the market side supports more than 1,000 gambling operator accounts.

Transaction data and real-time processing

Within the first phase, the system already processes core gambling operations, including:

• acceptance of bets,

• payout of winnings,

• bet refunds,

• balance top-ups and fund withdrawals.

Data transmission is fully automated via application programming interfaces (APIs). Each transaction is validated and recorded in real time, enabling continuous regulatory visibility.

Analytics and registries

The first phase includes 11 analytical reports grouped into four categories: operational, regulatory, analytical, and financial. These reports allow authorities to monitor:

• volumes of bets and payouts,

• gross revenue of operators,

• player activity by gambling type,

• overall system performance and market dynamics.

In addition, the system incorporates a centralized registry covering:

• casinos in physical gambling venues,

• online casinos,

• bookmaker activities,

• slot machine halls,

• online poker.

The registries consolidate data on licenses, venues, equipment, websites, and mobile applications into a single state-controlled environment.

Project delivery

Development of the first phase took 2.5 months. The project was delivered by a cross-functional Kitsoft team, including software engineers, business analysts, project managers, designers, and cybersecurity specialists.

Throughout development, the Kitsoft and PlayCity teams worked in close coordination, conducting joint design sessions, regulatory scenario modeling, prototyping, and load testing.

The launch of the first phase marks the transition from concept to operational infrastructure, establishing a digital foundation for transparent regulation of Ukraine’s gambling market and further system evolution.
