Ukraine's Tech Sector: $1.2B in Taxes and 800,000 Jobs Despite War

Despite the ongoing full-scale war, Ukraine's technology sector remains a cornerstone of the nation's economic resilience. A comprehensive new study, 'Economy Code,' conducted by IT Ukraine Association with DataDriven Research & Consulting and supported by Ukraine's Ministry of Digital Transformation, reveals the extraordinary impact of the IT industry on the country's economy — from billions in tax revenue to the creation of hundreds of thousands of jobs across adjacent sectors.
Billions for Defense, Record Exports
The total volume of Ukraine's IT market reached $7.85 billion in 2025. The tech sector accounts for nearly half of all service exports — 41.6%. Most critically, the industry contributed $1.2 billion in taxes, directly funding Ukraine's defense capabilities while generating 3.2% of GDP.

The Multiplier Effect: How One Tech Worker Creates Jobs for Others
Perhaps the study's most significant finding is the demonstration of technology's ripple effect throughout the entire economy. Ukraine's IT sector has an unprecedented multiplier effect: every dollar generated in IT creates an additional $1.09 in adjacent economic sectors. One IT specialist effectively supports 2.29 jobs in finance, logistics, education, or public administration.
Together with related industries, the IT sector supports over 800,000 jobs across Ukraine — roughly one in every ten jobs in the country.
Digital Resilience in Crisis
The research proves that digitalization provides real immunity to crises. Over the past five years, high-tech sectors grew by 19.9%, while low-tech sectors grew by only 4.7%. This clearly demonstrates that technologically adaptive companies are significantly better equipped to overcome any challenges, including full-scale war.

Global Partners of Ukrainian Tech
Approximately 80% of all IT sector export revenues come from just 10 partner countries. The undisputed leader is the United States with nearly $2.4 billion, followed by Malta, the United Kingdom, Cyprus, Israel, Switzerland, Germany, Estonia, Poland, and the UAE.
From Services to Products
Ukraine's IT market structure is shifting toward technological independence: today, product companies account for 39%, service companies for 46%, hybrid models for 12%, and outstaffing for 3%. This reflects a strategic course toward creating proprietary technological products rather than remaining exclusively service-oriented.
Ukraine is also home to 2,700 civilian and dual-use startups, with the most common sectors being DefenseTech, EdTech, MedTech, GreenTech, AgroTech, and GovTech.
