Despite the full-scale russian invasion, 98% of Ukrainian IT companies have maintained operations, showcasing the industry’s adaptability and commitment to global clients. From globally recognized companies like Grammarly, GitLab, and MacPaw to transformative projects such as Diia.City, Ukraine’s IT sector is well-positioned to shape the future of the global digital economy.

Ukrainian IT Ecosystem: A Foundation for Global Success

The Ukrainian IT ecosystem is dynamic, diverse, and rapidly evolving. It comprises a strong network of over 2,150 verified IT companies, employing more than 300,000 professionals. These specialists are internationally recognized for their software development, AI, and cybersecurity expertise. The ecosystem’s vibrancy is sustained by regional IT clusters, business associations, and educational institutions, which collectively produce over 40,000 graduates in IT-related fields annually.

A defining characteristic of Ukraine’s IT sector is the synergy between established tech giants and a new generation of startups. While Ukraine initially emerged as a hub for IT outsourcing, the industry has since evolved, with many companies shifting from outsourcing models to developing globally recognized products. This transformation is evident in the record-breaking performance of Ukraine’s IT exports, which reached $7.3 billion in 2023, representing 5% of national GDP and 13.2% of total exports.

The primary export markets for Ukrainian IT services include the United States (40%), the European Union (30%), and the United Kingdom (10%). These figures highlight Ukraine’s ability to cater to some of the most competitive markets in the world. Key IT hubs such as Kyiv, Lviv, Kharkiv, and Dnipro have emerged as centers of excellence, hosting top companies and R&D centers for global tech giants.

Moreover, Ukraine’s digital infrastructure ranks among the best in Europe. The country holds the 1st position among lower-middle-income countries in the Network Readiness Index. Another standout success is GitLab, created by Dmitriy Zaporozhets in Kharkiv. GitLab has grown into a leading DevOps platform, simplifying software development and deployment processes. The ongoing russian full-scale invasion has introduced geopolitical uncertainty, making some international partners hesitate before signing new contracts. Global economic trends, including slowdowns and layoffs in the tech industry, have also affected demand for outsourcing services. Additionally, wartime disruptions pose risks to digital infrastructure, affecting operational continuity and further development.

Despite these obstacles, Ukraine’s IT industry continues to grow, demonstrating extraordinary adaptability. The Ministry of Digital Transformation is critical in supporting the sector and implementing strategic policies that foster stability and innovation. Launched in 2022, Diia.City has emerged as a transformative force in Ukraine’s IT sector. Unlike traditional economic zones, Diia.City offers a unique legal and tax framework designed to foster innovation. More than 1,560 companies have joined Diia.City, benefiting from tax burdens nearly five times lower than conventional systems.

This flexible business environment has allowed Ukrainian IT companies to scale globally, aligning their operations with international legal standards and enhancing their ability to attract foreign investors. Additionally, Diia.City supports agile employment models, including gig contracts, catering to modern IT professionals and companies seeking dynamic workforce solutions.

Diia.City plays a pivotal role in Ukraine’s digital transformation strategy, providing a stable environment for growth and innovation despite the economic challenges of wartime. The initiative continues to draw international attention, with global tech players forming partnerships with Ukrainian firms. Notably, Ukraine’s digital transformation efforts have inspired global admiration, with many countries expressing interest in replicating Ukraine’s successful model.

Ukraine’s digital revolution is further reinforced by Diia, the national mobile app that has become integral to everyday life. Boasting over 20 million users, Diia offers digital passports, driver’s licenses, tax services, and business registration tools, making Ukraine a global leader in e-governance. The government’s goal of digitizing 100% of public services by 2030 underscores the country’s commitment to creating a fully digital society.
