Ukraine Deepens Cooperation with Estonia in Digital Transformation and Cybersecurity

The Ministry of Digital Transformation held a series of strategic meetings with Estonia’s Ministry of Foreign Affairs and the Estonian Centre for International Development (ESTDEV) to strengthen international digital cooperation. During the discussions, the sides reviewed the results of joint efforts in 2025 and outlined priorities for 2026.
Ukraine and Estonia stand as an example of effective cooperation. Estonian expertise played a key role in the development of Diia, which is now used by over 23 million Ukrainians. The two countries also launched a pilot of mRiik, and the experience gained from that project later informed the development of a new government app in Estonia last year. In addition, Ukraine built its Trembita system — a national data exchange platform — based on Estonia’s X-Road technology.
As part of the partnership with ESTDEV, Ukraine continues to develop its digital state and promote EdTech initiatives. The two countries are also expanding trilateral cooperation with the United Kingdom. Most recently, during the Tallinn Digital Summit, the Ministry signed a new memorandum of understanding with Estonia.
The collaboration also includes joint work within the Tallinn Mechanism — an international initiative that unites 13 countries in support of Ukraine’s cybersecurity. In 2025, participating countries provided €60.9 million in funding to strengthen Ukraine’s cyber resilience.

ESTDEV is a key implementation partner, supporting the operations of the Tallinn Mechanism Project Office (TMPO) and managing cybersecurity projects for government institutions and critical infrastructure. In particular:
- An international tender funded by Sida has been announced. Ukrainian cybersecurity companies are invited to apply. All details are available via Estonia’s public procurement portal.
- New initiatives supported by Norad. An agreement has been signed to launch new Tallinn Mechanism projects funded by Norway. The total support will exceed UAH 100 million (NOK 25 million).
Under the Tallinn Mechanism, Estonia also supports the training of Ukrainian cybersecurity professionals. The fifth session of UA-EE Cyber Shield was recently held, where participants practiced incident response in simulated environments. A total of nine training modules are planned through 2026, reaching around 500 specialists.
Estonia remains a reliable ally and partner for Ukraine — helping to build digital capacity and cybersecurity through long-term cooperation.
