Brave–Norway: €20M to Boost Defense Innovation Between Ukraine and Norway

Ukraine and Norway are launching a new bilateral defense tech partnership to accelerate innovation in unmanned systems, cybersecurity, and dual-use technologies.

The Ministry of Digital Transformation of Ukraine and the Ministry of Defence of Norway have signed a Memorandum of Cooperation to launch Brave–Norway — the first joint grant program of its kind between the two governments.

€20 million will be allocated to support Ukrainian and Norwegian defense startups. The initiative will focus on drone technologies, AI-powered defense solutions, and practical innovations tested directly in Ukraine.

The partnership with Norway opens up new opportunities for the development of innovations that strengthen our defense capabilities. In fact, this is the first bilateral grant program that we are implementing with the government of another state. I am confident that Brave-Norway will serve as an example of how international cooperation can shape new solutions for common security

The program will also include:

  • joint hackathons to find real battlefield solutions,
  • collaboration platforms for researchers and innovators,
  • testing environments for new defense technologies,
  • potential scale-up and procurement for the Armed Forces of Ukraine if projects succeed.

The program will be implemented by Brave1 (Ukraine) and FFI — Norwegian Defense Research Establishment. The first stage is expected to launch by the end of 2025.
