Survey: Crisis Response Readiness Among Ukrainian Companies

How prepared are Ukrainian companies to respond to cyber and information threats? A recent quick survey conducted by the IT Ukraine Association, in partnership with Calibrated, EBA, LOOQME, and MMR, provides key insights into the current state of crisis communication readiness across the country’s business landscape.

The survey, conducted in March 2025, aimed to assess how companies operating in Ukraine are approaching crisis communication strategies in the face of increasing cyber and information attacks.

Key Findings

  • Over 50% of participating organizations believe a cyber or information attack is moderately or highly likely in the coming year.
  • However, 30% of respondents said their company rarely or never conducts risk assessments related to such threats.
  • 62% of companies do not have a clear action strategy for responding to cyber crises.
  • 39% lack a dedicated crisis communication plan.
  • Only one-third of respondents reported being fully prepared — having designated response teams and official spokespeople in place.
  • 41% of companies do not provide practical training for cyber or information crisis response.

Experience Drives Preparedness

One clear trend emerged: companies that have previously faced cyberattacks are significantly better prepared. These businesses are more likely to have:

  • Regular training sessions;
  • Established response protocols;
  • Integrated crisis communication plans.

Respondents pointed to several obstacles that prevent companies from implementing effective crisis communication systems:

  • Rapidly evolving threats — 57%
  • Lack of internal expertise — 37%
  • Limited budgets for training — 38%
  • Insufficient investment in threat monitoring — 30%

The survey gathered responses from 63 Ukrainian companies, ranging from large enterprises (2,000+ employees) to SMEs. Respondents included:

  • Communication professionals
  • Top executives
  • IT and cybersecurity specialists

The findings reveal a critical gap between awareness of potential cyber threats and actual readiness to respond. While some organizations are taking proactive steps, many still lack basic frameworks for crisis communication. As Ukraine continues to face hybrid warfare and digital threats, building communication resilience is not only a business priority — it’s a matter of national security and stability.
