Taming the Game: Ukraine Launches National Gambling Monitoring System

Ukrainian GovTech company Kitsoft has won an open tender by the national gambling regulator PlayCity and has begun developing SOGMS — Ukraine’s first real-time online system for monitoring the gambling market.

The State Online Gambling Monitoring System (SOGMS) is a next-generation digital platform designed to bring transparency, data oversight, and regulatory control to one of Ukraine’s fastest-evolving sectors.

The system is being built on Liquio, Kitsoft’s low-code platform that also powers Diia — Ukraine’s main public digital service. Liquio is:

  • Listed in the international GovStack catalog;
  • Certified at G2 assurance level by the State Service of Special Communications and Information Protection of Ukraine;
  • Compatible with AI integration and large-scale public infrastructure.

Key project goals:

  • Real-time processing of millions of daily operations through scalable architecture;
  • Privacy by design: no open personal data stored — only hashed identifiers accessible under legal basis;

Why it matters:

SOGMS is the first foundational step toward a transparent and trusted gambling ecosystem in Ukraine.
