Ukraine Rises 14 Places in the Global AI Ranking

Ukraine has climbed 14 positions in the Government AI Readiness Index 2025 by Oxford Insights, rising from 54th to 40th place among 195 countries — despite operating under the conditions of a full-scale war.
Ukraine is now among the AI leaders in Eastern Europe and, on several indicators, outperforms countries traditionally seen as global frontrunners.
Key indicators:
- 99.63% — one of the highest levels of digitalization of public services globally
- 92.25% — alignment of national legislation with international standards
These results reflect years of structural digital reform and the rapid integration of AI into public governance.

Over the past year, Ukraine has accelerated its AI agenda:
- launched Diia.AI, the world’s first national AI assistant for public services;
- began building sovereign AI infrastructure, including a national LLM and the AI Factory initiative;
- integrated AI into core government platforms and processes;
- expanded the use of AI in defense-related technologies.
Ukraine’s stated goal is ambitious: to become one of the top 3 countries globally in AI implementation by 2030.
The 2025 ranking sends a clear signal to the global tech and policy community: even under extreme pressure, Ukraine continues to build AI-native public institutions and scale innovation at the state level.
