Ukrainian government services to “speak” via AI: the MinDigit launches partnership with ElevenLabs

The Ministry of Digital Transformation of Ukraine has announced a partnership with ElevenLabs, a global leader in AI-powered voice technologies. The company will assist in integrating voice interfaces into Ukrainian government services. The announcement was made by Mykhailo Fedorov at IT Arena.
“The future belongs to agentic states. Ukraine is already moving toward a model where interacting with the state is a single request or voice message. Our partnership with ElevenLabs gives our digital services a human voice and makes them more accessible to everyone. We have proven our capacity for large-scale innovation, and this collaboration will accelerate the shift to a proactive, agentic state where AI genuinely eases citizens’ lives,”
In a pilot phase, ElevenLabs' voice technology is already being used to voice a digital twin of Mykhailo Fedorov: this voice‑bot understands spoken input and responds in voice.
Planned integrations include:
- Voice AI in the Diia portal and app, enabling citizens to vocalize requests and receive services vocally;
- Voice functionality in educational platforms and state education initiatives;
- Voice interface in internal tools at the Digital Ministry — e.g., AI assistants for onboarding and HR.
By combining Ukraine’s leading digital services with ElevenLabs’ advanced voice tech, Ukraine continues to set standards for the digital states of the future.
