This article explores the development of agricultural technology as a key sector within WINWIN — the Global Innovation Strategy of Ukraine. WINWIN is a comprehensive initiative designed to transform Ukraine into a global hub for technology and innovation by 2030. The strategy encompasses digital transformation, artificial intelligence, biotechnology, environmental initiatives, and defense technologies, creating favorable conditions for international cooperation and investment. The biotechnology sector has the potential to drive economic growth, enhance the country’s competitiveness, and contribute to sustainable development.

The AgroTech Sectoral Strategy is an analysis of the sector and opportunities, along with a vision for potential development, which will help digitize, automate, and enhance the efficiency of agriculture and the food industry. The strategy proposes the implementation of digital solutions, artificial intelligence, the Internet of Things (IoT), and robotic systems to optimize production and resources.

Ukraine has significant potential in the AgroTech sector due to the unique combination of agricultural resources and advanced technologies. The use of artificial intelligence, IoT, and autonomous systems will significantly increase the efficiency of the agricultural sector. Our goal is to create conditions for scaling innovations and attracting investment into this strategically important sector. AgroTech is not only about digitization but also about new opportunities for economic growth. All sectoral strategies are interconnected, and we see this as a great advantage

AgroTech is a promising direction that will help Ukraine integrate technological solutions into strategically important sectors of the economy: agriculture, food production, bioenergy, and logistics.

Key Opportunities Offered by AgroTech:

  • Strengthening positions on the global market: The development of technologies will enable the transition from exporting raw materials to producing innovative, high-value-added products.
  • Overcoming labor shortages: Automation and robotics will compensate for the lack of human resources and ensure production stability.
  • Land restoration: Drones for monitoring and robotic systems will aid in land demining and increase the productivity of agricultural lands.
  • Climate resilience: The use of modern technologies and digital management of water resources will reduce climate impact and improve crop yields.
  • Livestock modernization: The use of AgroTech technologies for producing plant-based meat alternatives.

Seventy percent of Ukrainian AgriTech is focused on foreign markets. This creates enormous opportunities for international collaboration and enables Ukrainian agrotechnology companies to offer their solutions on a global level. Additionally, the IT industry is already enhancing the competitiveness of Ukraine’s agricultural sector through innovative solutions. Therefore, creating the AgroTech development strategy in Ukraine is a comprehensive strengthening of the IT industry’s position in both domestic and international markets

To realize these opportunities, it is important to launch a series of innovative projects that will help test new technologies in practice and integrate them into the real economy.

To effectively implement the AgroTech sectoral strategy, it is necessary to establish an appropriate ecosystem for supporting technological innovations in agriculture, which includes:

  • Development of a regulatory framework to regulate autonomous machinery and innovative food technologies.
  • Investment in infrastructure and R&D — establishing research centers and supporting technology parks.
  • Financial support for startups and businesses — grants, tax incentives, and public-private partnership programs.
  • Engaging international partners for integration into global agricultural food value chains.

Potential Pilot Projects:

  • WINWIN AgroTech Center of Excellence — Implementation of advanced technologies, support for startups and research in modernizing the agricultural and food sectors, attracting investment, and fostering partnerships.
  • Building AgroTech Parks — Test zones for testing new agricultural technologies that will facilitate the scaling of successful solutions through collaboration between developers and farmers.
  • Deep processing of agricultural raw materials — Developing the internal sales market, stabilizing prices, and attracting investment.

The AgroTech sectoral strategy was developed by an expert group within the Ministry of Digital Transformation of Ukraine, in collaboration with Abt Global and KPMG Ukraine, as part of the Good Governance Fund «Innovation Ecosystem» project, funded by UK International Development.

The Global Innovation Strategy (WINWIN) until 2030 was initiated by the Ministry of Digital Transformation of Ukraine, in partnership with the Ministry of Education and Science of Ukraine and the Better Regulation Delivery Office (BRDO), with the support of the USAID Cybersecurity of Ukraine’s Critical Infrastructure Project.
