The creation of biotechnology clusters, the advancement of bioinformatics, and integration into global markets will help Ukraine establish itself as a key player in the global BioTech industry. The adoption of innovative solutions in biopharmaceuticals, bioenergy, and agri-biotechnology will not only drive economic growth but also improve the quality of life for Ukrainians. Challenges and Key Development Priorities

The implementation of this sectoral strategy faces several challenges, including limited funding, weak collaboration among ecosystem stakeholders, a lack of experience in biotechnology commercialization, risks associated with Russia’s full-scale invasion, brain drain, and an underdeveloped patenting system.

To overcome these obstacles and unlock biotechnology’s potential, a series of innovative projects must be initiated, allowing for real-world testing and integration of cutting-edge technologies into key economic sectors.

The BioTech sectoral development strategy was developed by an expert group within the Ministry of Digital Transformation of Ukraine, in collaboration with Abt Global and KPMG Ukraine, as part of the Good Governance Fund «Innovation Ecosystem» project, funded by UK International Development.

The Global Innovation Strategy (WINWIN) until 2030 was initiated by the Ministry of Digital Transformation of Ukraine, in partnership with the Ministry of Education and Science of Ukraine and the Better Regulation Delivery Office (BRDO), with the support of the USAID Cybersecurity of Ukraine’s Critical Infrastructure Project.
