This article explores the development of medical technology as a key sector within WINWIN — the Global Innovation Strategy of Ukraine. WINWIN is a comprehensive initiative designed to transform Ukraine into a global hub for technology and innovation by 2030. The strategy encompasses digital transformation, artificial intelligence, biotechnology, environmental initiatives, and defense technologies, creating favorable conditions for international cooperation and investment. The biotechnology sector has the potential to drive economic growth, enhance the country’s competitiveness, and contribute to sustainable development.

The MedTech Sectoral Strategy is a comprehensive analysis of the industry and a forward-looking vision that aims to integrate cutting-edge technologies into healthcare. This strategy will facilitate the scaling of production for bionic prosthetics, the development of skin regeneration technologies, treatments for burns and wounds, the implementation of digital mental health solutions, and the application of artificial intelligence in diagnostics and treatment.

This strategic need is driven by critical challenges in the healthcare sector, including the loss of medical infrastructure, a growing number of limb injuries, the prevalence of chronic diseases, and increased attention to mental health. As such, a key priority of the strategy is to support the production of advanced prosthetics, rehabilitation tools, and digital platforms.

Medical technologies are not only about innovation but also about preserving and improving people’s quality of life. Ukraine has significant scientific and technological potential in MedTech thanks to the synergy between its IT sector, bioengineering, and digital solutions. The integration of artificial intelligence, 3D printing, VR/AR, and biotechnology in treatment and rehabilitation will enable the development of modern solutions for prosthetics, tissue regeneration, and mental health care. For example, bionic prosthetics equipped with sensors and control algorithms are already transforming lives, restoring functionality and mobility. The MedTech Sectoral Strategy will support the integration of Ukrainian innovations into the global market and the scaling of technologies that make healthcare more accessible and effective

Ukrainian enterprises already have a successful experience using 3D printing technology to manufacture prosthetics for military personnel. Further development and the integration of advanced materials will enhance the quality and functionality of prosthetic devices. Meanwhile, high demand for modern skin recovery methods among military personnel, veterans, and civilians is driving growth in bioengineering and regenerative technologies, opening up new opportunities for local production.

In addition, Ukraine has unique expertise in treating post-traumatic stress disorder (PTSD) and combat-related injuries among both military personnel and civilians. The development of digital platforms, VR/AR therapy, and AI-powered health monitoring solutions will boost the effectiveness of healthcare services and support the international expansion of Ukrainian innovations.

To realize these opportunities, it is essential to launch a series of innovative pilot projects that will allow for practical testing and integration of new technologies.

Potential Pilot Projects Include:

  • MedTech Center of Excellence (CoE): A hub for developing and scaling innovative healthcare technology solutions.
  • Support for local prosthetic manufacturing: Production of both bionic and mechanical prosthetic limbs.
  • MedTech for skin regeneration: Innovative solutions for treating burns and skin injuries to accelerate rehabilitation.

To effectively implement the MedTech sectoral strategy, an enabling ecosystem for technological innovation in healthcare must be established. This includes:

  • Creating a regulatory sandbox for testing MedTech innovations in real-world conditions, accelerating their scaling.
  • Providing financial support for startups through grants and acceleration programs, particularly in prosthetics, tissue regeneration, and mental health.
  • Supporting the development of digital platforms for diagnostics and health monitoring, with integration into public rehabilitation programs.

Implementing AI-powered diagnostic tools, medical facility management systems, and VR/AR-based rehabilitation solutions.

The MedTech Strategy is a vital component of WINWIN, focused on the advancement of medical technologies and strengthening Ukraine’s position in the global MedTech industry.

The MedTech sectoral strategy was developed by an expert group within the Ministry of Digital Transformation of Ukraine, in collaboration with Abt Global and KPMG Ukraine, as part of the Good Governance Fund «Innovation Ecosystem» project, funded by UK International Development.

The Global Innovation Strategy (WINWIN) until 2030 was initiated by the Ministry of Digital Transformation of Ukraine, in partnership with the Ministry of Education and Science of Ukraine and the Better Regulation Delivery Office (BRDO), with the support of the USAID Cybersecurity of Ukraine’s Critical Infrastructure Project.
