Prozorro is an electronic public procurement system that has changed the game’s rules in Ukraine. Every tender is now open, and all processes take place online. This has increased supplier competition, reduced corruption risks, and saved billions of hryvnias in public funds.
Before 2016, public procurement in Ukraine relied on paper-based procedures, and citizens could not access information about them. With the introduction of Prozorro, the «Everyone Sees Everything» principle became the new standard. Ukrainians can now track every stage of the procurement process. The digital format attracts more suppliers, and simplifies and speeds up procurement procedures.
Procurement is carried out through 12 authorised private electronic marketplaces that provide access to the system and are connected to the central Prozorro database. The many marketplaces prevent monopoly and corruption, significantly reducing the risk of leaking confidential information.
In 2024, the system had over 3.5 million announced procurements, and their expected value was over one trillion UAH 816 billion.
In 2020, Prozorro Market was created—an electronic catalog of consumer goods that businesses can sell to the state without tenders. In early 2025, Prozorro Market’s sales exceeded UAH 100 billion. Thanks to the active involvement of more than 6,000 entrepreneurs, the state has saved over UAH 12.5 billion.
