- Digitalization — Development of a digital tool (incl. CDB, unified rules, open API, Web portal, BI tools) to lay the foundation for anti-corruption control and trust in the system.
- Separation of roles — Arrangement of a two-tier public-private ecosystem to limit state control over the entire sales process, and improve efficiency with a market-driven «success fee» approach:
- Government core «back office» — IT, legal, and marketing functions
