GovTech Ocean: 250+ Digital Government Solutions in One Place

Ukraine has launched the analytical platform GovTech Ocean, which for the first time consolidates data on over 250 government digital solutions — primarily developed between 2020 and 2024. The tool offers insights across parameters such as sector, implementation level, technologies and initiators. Government institutions and their partners can also submit their own projects.
GovTech Ocean is Ukraine’s first online platform to map its full GovTech ecosystem — from national digital services to local municipal innovations. It’s developed and maintained by GGTC Kyiv with the support of the Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation.
The tool enables users to explore the nation’s GovTech ecosystem by sector, implementation level, technology and initiator. Key insights from the platform:
- Over 80 % of solutions launched during 2020–2024.
- Approx. 80 % of solutions operate at a national level, 11 % are municipal and 6 % regional.
- 43 % of projects were initiated by ministries, 21 % by private companies.
- 76 % of services are available only in Ukrainian, while 24 % are also available in English.
- 95 % are web‑based platforms; AI, XR and blockchain solutions each account for only 1–2 %.
- 1 in 4 solutions is mobile‑accessible.
