Ukraine's Bold AI Bet: Sovereignty with NVIDIA Tech

The Ministry of Digital Transformation of Ukraine, together with NVIDIA — the world leader in AI infrastructure — has launched a joint initiative to construct a sovereign AI state in Ukraine with its own infrastructure and strong AI talent.
Building sovereign AI is a matter of national security and data protection, especially in wartime conditions. Our collaboration with NVIDIA gives us access to the world’s best AI infrastructure and expertise to build a resilient AI ecosystem and transform Ukraine into an agentic state.
Key areas of the initiative include:
• building a national AI infrastructure based on NVIDIA technology
• talent development and education in artificial intelligence
• joint R&D projects
• supporting the startup ecosystem
Their first joint project will be the development of Diia AI LLM — a sovereign language model adapted to Ukrainian legislation, public services, and citizens’ needs. All AI services in the Diia ecosystem will run on this model, including the current AI assistant on the portal, the forthcoming voice assistant in the mobile app, and internal government AI solutions.
In the framework of the initiative Ukraine will gain access to NVIDIA’s specialised software stack, technical expertise to accelerate model training and reduce costs, and consulting and architectural support from NVIDIA experts.
This initiative builds on the earlier project AI Factory, a sovereign AI factory that uses NVIDIA accelerated computing to build national infrastructure for critical state AI services — part of Ukraine’s WINWIN Global Innovation Strategy until 2030 aimed at positioning Ukraine among the world’s top three AI leaders by 2030.
