Ukraine Expands SME Support Net — New Diia.Business Hub Opens in Dnipro

Ukraine has launched a new Diia.Business support center in Dnipro — the 16th across the national network and the second with a dedicated focus on digital transformation for small and medium-sized enterprises. This marks another step toward building a resilient, tech‑enabled economy under challenging conditions.
Diia.Business is a national initiative by the Ministry of Digital Transformation of Ukraine aimed at supporting entrepreneurship and boosting exports. It operates as part of the broader Diia ecosystem — the country’s flagship digital‑governance brand that blends services, education, innovation, and business support.
The concept has two complementary pillars:
- An online platform (business.diia.gov.ua) — a one‑stop portal offering over 160 business ideas, guides for startups and scaling companies, export tools, finance and investment information, educational resources, free consultations, and much more.
- A growing network of physical support centers — where entrepreneurs receive in‑person mentoring, training, workspace, product‑testing facilities, and networking opportunities. 14 centres span across Ukraine; there is also one in Warsaw, Poland.
Why the Dnipro centre matters
The 16th centre — hosted at Alfred Nobel University — brings a strong emphasis on digital maturity for SMEs. Business owners in the region will now have access to the Digital Maturity Compass: an online self‑assessment tool that diagnoses a company’s current level of digital readiness, identifies gaps, and provides a personalised roadmap with concrete steps and tools for digital transformation.

Beyond diagnostics, the centre works on practical transformation. It offers:
- Free professional consultations, legal and financial advisory, and mentoring
- Training and educational programmes tailored for entrepreneurs
Two types of «pop‑up» zones:
- A physical pop‑up zone — where businesses can display and test products, gather feedback, and assess demand before full‑scale launch
- A virtual pop‑up zone — an online marketplace for showcasing products, accessing thematic fairs, and scaling outreach without extra cost
These tools provide businesses in Dnipro with opportunities not only to digitize operations but also to validate ideas, refine products, and prepare for export or scale-up — vital during wartime resilience and post-war recovery phases.
In recent years, Diia.Business centres and tools have become lifelines for hundreds of Ukrainian SMEs, helping them adapt, digitize, and compete under pressure. This latest opening shows a commitment to continued support, even amid conflict.

The Diia.Business Entrepreneur Support Center in Dnipro was established by the NGO «Business and Innovation Development Center» with the support of the Ministry of Digital Transformation of Ukraine, the Entrepreneurship and Export Promotion Office, and with financial assistance from the UK government through UK aid as part of the BLOOM Program. The program is implemented by the BLOOM consortium, which includes Mercy Corps, the International Rescue Committee (IRC), Swisscontact, and Right to Protection (R2P). Partners of the center include Alfred Nobel University, the IBS Business School at the University, and UKRSIBBANK BNP Paribas Group.
