Ukraine, the United Kingdom, and Estonia join forces to advance digital technologies

On November 4, 2025, the Ministry of Digital Transformation of Ukraine signed a Memorandum of Cooperation in the Field of Digitalisation with the Foreign, Commonwealth and Development Office and the Department for Science, Innovation and Technology of the United Kingdom of Great Britain and Northern Ireland, as well as with the Ministry of Justice and Digital Affairs of the Republic of Estonia.

The signing took place during the WINWIN Summit 2025: The Power of Innovations — an international conference that brought together representatives of government, business, education, academia, and international organisations to advance innovation, artificial intelligence, and the digital economy in Ukraine.

We cooperate with global leaders in digital transformation. Estonia is our mentor in digitalisation, and the United Kingdom was the first country to join the development of innovations in Ukraine. The signing of this new memorandum is a step forward and a confirmation of our shared vision for the future. Together, we will create breakthrough solutions and advance the use of AI in public services — to make them even more convenient, faster, and more efficient

The Memorandum establishes a foundation for a long-term partnership between Ukraine, the United Kingdom, and Estonia in the fields of digital transformation, innovation, and cyber resilience.

It was a huge honour to participate in the WinWin Summit, to celebrate Ukraine’s new World Record with First Deputy Prime Minister Fedorov, and to sign the continuation of our trilateral digitalisation partnership with Ukraine and Estonia. This partnership is helping build a secure, prosperous future. That future is exemplified in our UK-Ukraine 100 Year Partnership, in which science and innovation play a leading role. There is so much the UK can learn from Ukraine’s world-beating digital transformation

Among the key areas of cooperation:

  • development of digital government technologies and public services;
  • exchange of experience in artificial intelligence, open data, and cybersecurity;
  • support for startups and innovative companies;
  • joint educational programmes on digital literacy and innovation management;
  • implementation of the goals of Ukraine’s Global Innovation Strategy until 2030 WINWIN.

The parties also plan to create a joint platform to coordinate projects, educational programmes, and pilot initiatives that will facilitate the integration of modern technologies into public administration.

Ukraine, Estonia, and the United Kingdom are united by a long-standing partnership in the field of digitalisation — one built on trust and a shared vision of a technological future. Today, we have taken the next step by signing a new memorandum that opens up additional areas for joint work. The document will help combine experience and resources to advance digital public services, cybersecurity, and artificial intelligence in the public sector.
