WINWIN is the Ukrainian Global Innovation Strategy until 2030, designed to empower governments and international partners to drive economic recovery, strengthen sovereignty, and win peace through breakthrough technologies, open markets, and global collaboration.

It offers a vision for building the right environment where businesses, startups, scientists, investors, and international partners can develop the innovations needed to protect Ukraine’s sovereignty, drive economic growth, and support its recovery and transformation. By implementing this strategy, Ukraine can make a significant economic leap—creating cutting-edge products and services and positioning itself as a regional leader in innovation across the European Union.
Ukrainian Global Innovation Strategy 2030 (WINWIN) emphasizes strengthening the following fundamental areas:

- Developing and supporting innovation infrastructure

- Effective management of state institutions in the innovation sector

- Establishing WINWIN Centers of Excellence (CoEs) for each priority sector
The strategy identifies key sectors as the foundation for innovation development to ensure sustainable growth and an economic breakthrough: DefenseTech, MedTech, BioTech, GreenTech, EdTech, AgroTech, AI, XR, AUV, Semiconductor, Secure Cyberspace, SpaceTech, GovTech, and Fluid Economy.
