Ukraine and international partners launch a digital transformation and recovery initiative for local communities

The Ministry of Digital Transformation of Ukraine and the Partnership Fund for a Resilient Ukraine (PFRU) signed a Memorandum of Understanding to strengthen the digital resilience of Ukrainian communities and accelerate their economic recovery.
The signing took place during WINWIN Summit 2025: The Power of Innovations — an international conference uniting government, business, education, academia, and global organizations to advance innovation, artificial intelligence, and Ukraine’s digital economy.
Regional digitalisation is one of the key elements of Ukraine’s transformation. Our strategic goal is for every local team to contribute to building a digital state — by strengthening capacity, implementing existing tools, and creating new digital solutions that truly improve people’s lives. This cooperation will help communities access modern technologies, international expertise, and resources — enabling them to grow faster and become more resilient, smarter, and digitally empowered
Under the partnership, the parties will focus on:
- developing digital infrastructure at the community level;
- supporting local governments in delivering electronic public services;
- improving digital literacy among residents and community leaders;
- empowering small and medium-sized enterprises (SMEs) through digital tools;
- prioritizing frontline and war-affected communities.
Today, local communities are becoming key players in Ukraine’s digital transformation — they are the first to respond to challenges, launch new services, and shape modern governance. To do this effectively, they need strong digital leaders. That’s why we created the CDTO Campus — to meet the growing demand for a new generation of public managers who can make bold decisions, think systemically, and drive digital change at the local level. Thanks to our partnership with the Partnership Fund for a Resilient Ukraine, we will be able to strengthen this effort — giving communities greater access to tools, knowledge, and support. This means more trained CDTOs, more solutions for people, and digital transformation that is fast, deep, and truly systemic
The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-donor programme funded by Canada, Estonia, Finland, Norway, Sweden, Switzerland, and the United Kingdom.
Today, communities are the driving force behind Ukraine’s recovery — they are the first to respond to challenges, seek solutions, and shape the quality of life locally. It is therefore essential to support them in strengthening their digital capacities, so that technology becomes a tool for recovery, transparent governance, and economic growth. Partnership with the Ministry of Digital Transformation of Ukraine will help unite the efforts of the government and international partners to build a digital ecosystem centred around communities and people. This is an important step towards enabling every community to recover effectively, develop, and become stronger
This partnership supports the goals of Ukraine’s Global Innovation Strategy until 2030 WINWIN, which aims to develop international cooperation, strengthen the country’s technological potential, and promote innovation-driven recovery.
