Ukraine and Sweden to Strengthen Cooperation in Innovation and Digitalisation

On November 4, 2025, the Ministry of Digital Transformation of Ukraine and the Ministry of Climate and Enterprise of the Kingdom of Sweden signed a Letter of Intent on cooperation in innovation and digitalisation.

The signing took place during WINWIN Summit 2025: The Power of Innovations — an international conference that brought together representatives of government, business, academia, and international organisations to discuss the development of innovation, artificial intelligence, and Ukraine’s digital economy.

Ukraine and Sweden plan to strengthen their partnership to jointly advance digital innovation, secure technologies, and build stronger connections between the innovation ecosystems of both countries.

The partnership with Sweden is another step toward making Ukraine part of the global innovation community. We are building not just a digital state, but an ecosystem where technology becomes a tool for development, security, and recovery. When countries that think in terms of technology join forces, they create solutions that truly change people’s lives — and that’s exactly what we are doing together

The cooperation provides for:

  • exchange of knowledge and expertise in digitalisation and technological development;
  • development of e-governance and innovative public services;
  • joint initiatives in artificial intelligence, cybersecurity, automation, semiconductors, telecommunications, green energy, biotechnology, and advanced technologies;
  • expanding opportunities for women in innovation and entrepreneurship.

The letter of intent is aiming to deepen our collaboration within areas such as innovation ecosystems, technology and digitalisation. Ukraine’s innovation journey is not just about winning the war or recovery, it’s about redefining what’s possible. And Sweden is happy to join and support the movement

The parties are also exploring the creation of a joint strategic platform — InnovationBridge, which will serve as a foundation for long-term cooperation between Ukraine and Sweden in the fields of innovation, digital transformation, and sustainable development.

Thank you to Sweden for its steadfast support of Ukraine. Today, our partners are already helping to strengthen cybersecurity within the framework of the Tallinn Mechanism. The next stage is the joint development of innovations and technological solutions that will contribute to Ukraine’s recovery and resilience

The signing of the Letter of Intent is part of the implementation of Ukraine’s Global Innovation Strategy until 2030 WINWIN, aimed at fostering international partnerships, strengthening the country’s technological potential, and integrating Ukraine into the global innovation ecosystem.
