Ukraine Launches the WINWIN EdTech Center of Excellence — an Educational Technology Hub within the Ukrainian Global Innovation Strategy

The Ministry of Digital Transformation of Ukraine, together with the Ministry of Education and Science of Ukraine and international partners UNICEF, ESTDEV, and Google for Education, East Europe Foundation, is launching the WINWIN EdTech Center of Excellence, which will serve as a platform uniting government, business, academia, and civil society to create and scale educational innovations.

The Center will function as an entry point for Ukrainian and global EdTech solutions, integrating them into the education system and shaping new learning models tailored to the needs of the future.

“The launch of the WINWIN EdTech Center of Excellence is the next step in the development of Ukraine’s digital ecosystem. Already today, projects such as Mriia, Diia.Education, and CDTO Campus are transforming not only access to knowledge but also the very logic of the educational process. Innovations are born in business, but it is a partnership with the state and a holistic ecosystem that enables them to scale and become accessible to millions. The WINWIN EdTech CoE is set to become a driver of breakthroughs for the entire EdTech sector and to strengthen Ukraine’s global competitiveness. The WINWIN Global Innovation Strategy opens new markets for Ukrainian solutions and creates fast tracks for priority sectors, including EdTech. After all, education today is the cornerstone of national competitiveness in an ever-evolving global landscape,” said Mykhailo Fedorov, First Deputy Prime Minister of Ukraine — Minister of Digital Transformation of Ukraine.

Its core mission is to bring together business and government to implement innovative educational solutions that will ensure modern, accessible, competitive education for all Ukrainians. 

“Technology is an integral part of the modern world, of every sphere of human activity — and especially of education. We cannot ignore this fact if we strive to preserve and develop Ukrainian education at a competitive level. And for children to be prepared for life in a world of technology, in a world that is constantly changing, the joint efforts of the state, international partners, business, science, and civil society are needed. This is exactly why the WINWIN EdTech Center of Excellence was created — a space where technological solutions are combined with educational content to open new learning opportunities. It will enable Ukrainian education and its learners to respond promptly to the challenges of today and to be adaptive to the challenges of the future,” said Oksen Lisovyi, Minister of Education and Science of Ukraine.

The official presentation unveiling the Centre took place during the Fifth Summit of First Ladies and Gentlemen in Kyiv.

“For East Europe Foundation, supporting education has always been and remains a strategic priority. Thanks to cooperation with international partners, we are able to develop innovative approaches and educational projects such as Diia.Education, Mriia, and the CDTO Campus. We are pleased that the pool of partners is expanding, and today we are launching another initiative — the WINWIN EdTech Center of Excellence. This is a step toward making Ukrainian education more resilient, technology-driven, and capable of shaping a new generation of leaders. After all, the quality of education today will determine what Ukraine will be tomorrow,” emphasized Viсtor Liakh, President of East Europe Foundation.

The creation of the Center is part of the WINWIN Global Innovation Strategy until 2030, adopted by the Government of Ukraine in late 2024. EdTech is one of its priority sectors.

“Today, it is crucial to stay ahead of global education trends, identify new technologies, and remove barriers to their adoption. The WINWIN EdTech CoE will become a space where innovations can be tested quickly and safely, and the best solutions are scaled nationwide. We must move fast, but also thoughtfully, to ensure every educational innovation truly works for Ukrainian children, students, and educators,” added Valeriya Ionan, Advisor to the First Deputy Prime Minister.

Education in Ukraine today faces many serious challenges: the destruction of infrastructure caused by the war, learning losses, the need for inclusive technologies, the development of digital literacy, and the integration of artificial intelligence into the learning process etc.

The WINWIN EdTech CoE will address these issues by conducting extensive research and identifying the best Ukrainian and international solutions for quality, relevant and modern learning, testing solutions rapidly, and scaling the most successful practices. 

“Every child in Ukraine needs access to quality, tailored education — even in times of war,” said UNICEF Representative to Ukraine, Munir Mammadzade. “This Centre of Excellence is a testament to our shared resolve to harness the power of technology to recover, rebuild and reimagine learning for every child across the country,” added Mammadzade. 

"We welcome the launch of the WINWIN EdTech Center of Excellence, an initiative Google for Education has supported from its concept development stage. This pivotal platform will integrate cutting-edge technologies and scale educational innovations, ensuring modern, competitive education for all Ukrainians," said Pawel Cherwony, Lead of Google for Education Central and Eastern Europe.

Key areas of the Center’s activity:

  1. Analysis and Research. The Center will study global trends and the latest educational innovations in order to adapt them to the Ukrainian context and offer practical solutions to overcome key challenges in education in Ukraine.
  2. Technologies and Pilots. The WINWIN EdTech CoE will test new EdTech solutions in the educational system, scale the most successful practices, and EdTech policy recommendations for government.
  1. Educational Ecosystem. The Center will bring together students, teachers, universities, businesses, and clusters in an ongoing dialogue to jointly shape the vision of the future of education.

“Estonia’s contribution to the WINWIN EdTech Center of Excellence is grounded in our long-standing experience in digital education and ecosystem development. Through ESTDEV, we are supporting a comprehensive analysis of Ukraine’s EdTech sector that will provide a clear picture of the current landscape and create the foundation for sustainable growth. By combining this evidence-based understanding with Estonia’s tested practices of connecting innovators, teachers, and policymakers, the Center will accelerate educational innovation and ensure that the solutions developed are scalable, future-oriented, and accessible to all Ukrainian learners and educators,” mentioned Margus Gering,  Head of Ukraine's Reconstruction and Development at ESTDEV.

The next step is building a team to deliver the mission of the WINWIN EdTech CoE and expand educational innovations. Governments, researchers, businesses, and civil society organizations are also invited to join the effort at INFO@WINWIN.GOV.UA

The WINWIN EdTech Center of Excellence was created within the WINWIN Global Innovation Strategy 2030. The initiative was launched by the Ministry of Digital Transformation of Ukraine. The concept was developed with the support of UNICEF, the Estonian Center for International Development (ESTDEV), Google for Education, and the Ministry of Education and Science of Ukraine. The implementing partner is East Europe Foundation.
