Ukraine Presents National AI Strategy: a Bold Vision to Join the Global Top 3 by 2030

At WINWIN Summit 2025, the Ministry of Digital Transformation of Ukraine unveiled the draft National AI Development Strategy until 2030 — a comprehensive plan that outlines how Ukraine will harness artificial intelligence to transform governance, boost the economy, and improve people’s lives.

By 2030, Ukraine aims to become one of the top three countries in the world in AI development and public sector integration — creating a smart, data-driven state where technology empowers every citizen.

The Strategy focuses on three priorities:

• Practical impact of AI — applying it across public services, defense, business, education, healthcare, and agriculture;

• Sovereign and inclusive AI — developing national models and products with the support of global expertise;

• Infrastructure and talent — building robust data infrastructure and investing in digital skills and AI education.

The vision was presented by Danilo Tsyvok, Chief AI Officer at the Ministry of Digital Transformation, and Luukas Ilves, Advisor to the Minister on AI.

An updated version of the Strategy will soon be published for public consultation, engaging experts, businesses, and citizens in shaping Ukraine’s AI-powered future.

The document is part of Ukraine’s Global Innovation Strategy until 2030 — WINWIN, which seeks to build technological sovereignty, attract investment, and position Ukraine as a global hub for innovation and digital transformation.
