Ukraine Builds Its Own AI Factory — A Game-Changer for Sovereign Digital Infrastructure

Ukraine is building sovereign digital infrastructure for AI. The Ministry of Digital Transformation has officially launched the development of AI Factory — a national project that will enable the creation and deployment of government-run AI services inside Ukraine. The new infrastructure will process all data locally, in sovereign data centers, reinforcing the country’s digital security and accelerating the launch of AI-powered services.
Very soon, Ukraine will have modern infrastructure for developing AI products. This will allow government services to process requests faster — and, more importantly, ensure our data remains in Ukraine. Sovereign infrastructure is the foundation of Ukraine’s AI independence, enabling the safe deployment of AI solutions for citizens, the defense forces, and the public sector,
The AI Factory will host core AI services developed by the WINWIN AI Center of Excellence, starting with the AI assistant in Diia, followed by an AI tutor for the Mriia education platform. Later, the infrastructure will support projects in defense, healthcare, and scientific research.
AI Factory is designed to operate as a true national «factory» for AI — everything is developed and deployed inside Ukraine, ensuring full control over data and technological independence. This approach protects sensitive information and allows for rapid scaling of services based on national needs.
The infrastructure will include:
- Compute clusters (GPU), water-cooled server rooms, and secure data storage
- Software for training and deploying AI models, including tools for data preparation and automation
- Integration with government registries and tools for data cleaning and annotation
- Specialist training programs to build national capacity in AI development
By keeping all AI data and services within sovereign infrastructure, Ukraine not only protects critical systems from external threats — it also lays the groundwork for a self-reliant, scalable AI ecosystem.
