The Ministry of Digital Transformation of Ukraine, the Ministry of Health of Ukraine, the Feofaniya Clinical Hospital, and GutSee Health Limited have signed a Memorandum of Cooperation in the field of digital medical innovation to launch a joint AI project aimed at combating antibiotic resistance in Ukraine.
The document establishes a partnership aimed at developing AI-powered phage therapy — a cutting-edge method for treating bacterial infections resistant to antibiotics, using artificial intelligence to select personalised treatments.
This is the first project of such scale in Eastern Europe that brings together medicine, biotechnology, and artificial intelligence. Its implementation will help develop new and effective treatments for Ukrainian soldiers with severe injuries, when traditional medicine no longer works. It’s an example of how technology becomes a tool of care for people and a means of saving lives

The signing took place during WINWIN Summit 2025: The Power of Innovations — an international conference uniting government, business, education, academia, and global organisations to advance innovation, artificial intelligence, and Ukraine’s digital economy.
We are consistently working to introduce innovative approaches into Ukraine’s healthcare system. Such collaborations provide an opportunity to expand access to advanced solutions that can improve the effectiveness of treatment and better address patients’ needs
Under the partnership:
- The Ministry of Digital Transformation will coordinate the project as part of the implementation of Ukraine’s Global Innovation Strategy until 2030 WINWIN.
- The Ministry of Health will provide national-level support and help develop digital healthcare solutions to tackle antimicrobial resistance.
- The Feofaniya Clinical Hospital will serve as the pilot clinical centre, conducting research, trials, and evaluation of new treatment methods.
- GutSee Health Limited will provide technology and AI expertise, train Ukrainian doctors to use new approaches, and facilitate international knowledge exchange.
We are thrilled to start working with the Ukrainian government and the Feofaniya Clinical Hospital which represents a significant milestone in the development of precision phage therapy for chronic bacterial diseases and a true examplar of innovating at speed to save lives
The cooperation marks a major step toward developing next-generation digital medicine that merges science, technology, and data to save lives.
Thanks to the WINWIN Strategy, Ukraine is becoming a platform for innovative MedTech solutions that set new standards of treatment and have a global impact. Innovation in medicine is not only about technology — it’s about people for whom these solutions are created. We are grateful to our partners for their trust, openness, and shared vision in developing innovations that make people’s lives better
Cooperation within the framework of the signed Memorandum is, first and foremost, an opportunity for us to find effective, practical solutions for treating severe patients where conventional methods no longer work. It is an investment in knowledge and new opportunities to develop phage therapy and personalise treatment through the use of artificial intelligence
The partnership is part of Ukraine’s Global Innovation Strategy until 2030 WINWIN, which aims to strengthen the nation’s technological capacity, integrate innovation across key sectors — from healthcare to defenсe — and establish Ukraine as a global hub for advanced technology solutions.
