Ukraine’s Global Innovation Strategy WINWIN: Meet the Team Leading Its Core Directions

Ukraine is implementing an ambitious roadmap to become a regional leader in innovation and digital technology by 2030. The WINWIN Global Innovation Strategy — initiated by the Ministry of Digital Transformation of Ukraine — aims to open new markets, strengthen the country’s innovation potential, attract investment, and develop Ukraine as a European hub of digital innovation.
The strategy contributes to Ukraine’s victory in the war, economic recovery, and long-term growth. Its model positions innovation as a cross-cutting element of state policy, economic development, and international partnerships. The goal is to empower business, science, and civil society to realize breakthrough ideas that are critical for sovereignty, security, and Ukraine’s global integration.
To implement this vision, the government launched the WINWIN Project Office — a team of experts with international experience, deep sectoral knowledge, and strategic foresight. The office coordinates key innovation sectors: from artificial intelligence and medical technologies to agritech and semiconductors.
The Project Office is responsible for:
- Coordinating actions within the innovation ecosystem
- Developing and scaling technological solutions
- Ensuring effective interaction between government institutions, the private sector, and international partners
- Creating conditions for businesses to join large-scale transformative initiatives
Launching flagship initiatives that scale innovation and create new markets
The Office oversees several strategic directions:
- Artificial Intelligence: Integration of AI in public and private sectors, support for AI talent, and creation of a favorable regulatory environment — in collaboration with the Ministry’s AI team and the WINWIN AI Center of Excellence.
- AgroTech: Building a national AgroTech ecosystem, launching innovation clusters, and developing legislative roadmaps.
- MedTech & BioTech: Developing regulatory frameworks, launching sandbox environments for testing and fast-track certification, and creating the Center of Excellence for innovation support.
- Semiconductors: Creating a technological base for DefenseTech needs, drafting the Ukrainian Chips Act in alignment with the European Chips Act, and initiating the construction of a pilot production facility with a Clean Room.
Up next: finalization of sectoral strategies, launch of new flagship initiatives, and implementation of efficient partnership mechanisms between government, business, academia, and civil society. Together, they will ensure a technological breakthrough that contributes to Ukraine’s sustainable growth, security, and global integration.
Additional sectoral strategies — such as GovTech, GreenTech, and Aerospace — are currently under development or open for leadership applications.
