Ukraine Presents Strategic Vision for AI Development as Part of the WINWIN Strategy

Ukraine has all the prerequisites to become one of the world’s leaders in the development and implementation of artificial intelligence. Highly qualified specialists, a growing number of AI-focused educational programs, a high level of open data availability, and a well-developed ecosystem for AI research — these are just a few of the existing components that are already shaping a new AI ecosystem in Ukraine.
To turn this potential into reality, the Ministry of Digital Transformation has launched the WINWIN AI Center of Excellence, the first flagship project in this area. Alongside the launch, the Ministry has published the «Sectoral Analysis and Initial Vision for AI Development» — a foundational document under the WINWIN Strategy.
The document outlines the key directions for AI development, and the WINWIN AI Center of Excellence will serve as a platform for testing and scaling AI technologies. In addition, the Ministry’s team is actively working on a comprehensive AI development roadmap through 2030.
Ukraine has all the prerequisites to become a regional artificial intelligence cluster, and the WINWIN AI Center of Excellence is an important institutional step in that direction. We are uniting experts, opening access to resources and innovation in order to implement AI solutions in key areas: public administration, defense, healthcare, education, and business. The implementation of AI is extremely important for modernizing government processes, increasing management efficiency, and strengthening economic stability. It allows Ukraine to respond quickly to global challenges and ensures its competitiveness on the global stage. Through international cooperation and support for the development of Ukrainian-language AI products, we are forming a powerful technological ecosystem that will strengthen Ukraine’s digital sovereignty and position it as a leader in AI innovation worldwide
Strategic Sectors and Applications of AI in Ukraine:
The implementation of AI solutions will create new opportunities for the development of strategic sectors of Ukraine’s economy. For example:
- Defense: AI will support the automation of weapons systems, drones, and reconnaissance tools — enhancing the safety of military operations and strengthening national defense capabilities.
- Cybersecurity: AI-driven algorithms will forecast threats and prevent attacks, ensuring the protection of critical data and digital infrastructure.
- Healthcare: AI will enhance diagnostics, medical data analysis, and the creation of intelligent prosthetics integrated with the nervous system.
Our mission is to place Ukraine among the top 3 countries in the world in terms of AI development and integration in the public sector by 2030. We are starting with AI transformation in government and defense. Over time, AI must become part of every strategic sector — from healthcare to education. A robust AI sector will increase our GDP, strengthen national defense, and transform Ukraine into a digital state with the most convenient services for citizens and businesses
Challenges on the Path to Implementation
However, there are a number of challenges that need to be addressed to realize this vision:
- Low levels of funding for AI innovation
- Lack of national AI infrastructure
- Brain drain and shortage of AI experts and researchers
- Outdated educational programs
- High competition in the global AI market.
To overcome these challenges and unlock AI potential, Ukraine plans to launch a series of innovative projects that will enable real-world testing and integration of new technologies into key economic sectors.
Priorities include:
- Creating educational programs to train AI specialists, in partnership with business and research centers.
- Building technical infrastructure: innovation hubs, tech parks, incubators for startups, and national platforms for big data analysis.
- Increasing government support: effective regulation and funding, including the development of a national AI strategy and relevant legislation, state grant programs for startups, and initiatives for AI integration in the public sector.
- Developing international cooperation: through membership in international AI organizations, partnerships with global companies and research centers, and promoting Ukrainian companies and products in global markets.
Key Initiatives Supporting AI Development:
- WINWIN AI Center of Excellence — A national AI hub under the Ministry of Digital Transformation that develops AI solutions for the public and defense sectors and promotes AI implementation across key industries.
- Government BI — A system based on Big Data and AI that supports informed decision-making in the public sector.
- Sandbox for AI and Blockchain Startups — A project that allows AI companies to test innovative products with the support of the government and independent experts.

The AI sectoral strategy and vision document was developed by an expert group under the Ministry of Digital Transformation of Ukraine with the support of the Digitisation for Growth, Integrity and Transparency Project (UK DIGIT), implemented by Eurasia Foundation and funded by UK Dev.
The Global Innovation Strategy until 2030 WINWIN was initiated by the Ministry of digital transformation in cooperation with the Ministry of Education and Science of Ukraine, and the Office for Effective Regulation, with support from the USAID Cybersecurity for Critical Infrastructure in Ukraine Project and the UK Good Governance Fund’s «Innovation Ecosystem» initiative, funded by UK International Development.
