Ukraine Among Global GovTech Leaders in the World Bank Ranking

Ukraine is placed in Group A (GovTech Leaders) in the GovTech Maturity Index (GTMI) 2025 published by the World Bank — one of the most authoritative global benchmarks of digital government maturity.
The GTMI assesses 198 countries, grouping them from A to D based on their level of GovTech development. Group A represents the highest level of digital government maturity.
Ukraine achieved high scores across all four GTMI pillars:
• Core government systems — cloud infrastructure and interoperable registries
• Online public services — accessible, user-centric digital services
• Digital citizen engagement — tools for e-democracy and participation
• GovTech enablers — institutions, strategies, and an innovation-friendly environment
At the center of this transformation is Diia, which has evolved into a national digital infrastructure enabling service delivery, citizen engagement, and systemic public sector reform.
Ukraine’s transition to Group A in GTMI 2025 signals international recognition that its GovTech solutions are operational at scale, resilient, and increasingly relevant as global benchmarks for digital government.
