CDTO Campus Turns Two — and Expands Globally

On November 7, Ukraine’s CDTO Campus marked its second anniversary by announcing the next stage of its growth: international expansion.

Launched in 2021 by the Ministry of Digital Transformation of Ukraine, CDTO Campus is the country’s national training platform for digital leaders in the public sector. In just two years, the initiative has helped shape a new generation of civil servants — professionals working at the intersection of technology, data, and innovation.

With nearly 30 programmes and over 1,300 participants, CDTO Campus has become a flagship initiative of Ukraine’s digital transformation, demonstrating that even during wartime, meaningful innovation in government is not only possible — it can become a model for others.

CDTO Campus is where the new generation of public leaders is being shaped. These are people capable of designing services, implementing innovations, and transforming communities, ministries, and regions. Our approach to digital transformation is already influencing how the public sector evolves — not only in Ukraine but globally

CDTO stands for Chief Digital Transformation Officer — a role established in Ukraine to lead innovation across government institutions, from ministries to local governments.

CDTO Campus provides:

• advanced training in digital public service design,

• expertise in data governance and cybersecurity,

• leadership development for navigating complex government transformation.

Participants include central government ministries, local authorities, and public agencies. The platform also engages with international partners, global experts, and leading universities.

Starting in 2026, CDTO Campus will scale beyond Ukraine through new strategic directions:

• CISO Campus — training Chief Information Security Officers to strengthen cyber resilience across public institutions.

• International expansion — launching programmes for foreign public sector leaders and opening international branches.

• HR platform for digital leaders — connecting trained talent with career opportunities in the public sector and GovTech.

• New leadership tracks — tailored education for digitalisation leads at ministries, regions, and international projects.

We plan to establish CDTO Campus together with partners abroad, because the future of governments is defined by artificial intelligence, data, and global cooperation. Ukraine has already proven that even in times of war, it can remain effective in digital transformation and set new standards for public governance. The next step is to make our approach part of a global movement of innovation in the public sector — where governments learn to think like startups, act with agility, and use technology ethically, safely, and for the benefit of people — not the other way around

During the anniversary event, the team introduced the platform’s new leadership: a Director and a Chief Operating Officer.

A renewed Advisory Board now brings together top experts from across government, business, and the international GovTech ecosystem, including:

• Luukas Ilves — AI Advisor to the Ministry of Digital Transformation, former CIO of Estonia,

• Dmytro Zavhorodnii — Deputy Minister of Education and Science of Ukraine,

• Nina Levchuk — Co-founder of Impact Force and Advisor at Mandiant,

• Max Nefyodov — Co-founder of the NGO “Technologies of Progress”.

Two years ago, CDTO Campus was just an idea. Today, it is a community of leaders who think strategically, act creatively, and are committed to improving the quality of public governance. We are deeply grateful to our many international partners, whose support has made this unique educational project possible and helped it grow to such a scale. This proves that Ukraine, despite all challenges, is capable not only of receiving support but also of creating real value for the wider world.
