Diia.AI: Building the Architecture of an AI-Native State

In September 2025, Ukraine launched the world’s first AI assistant in Diia, which not only provides consultations but also orders public services for citizens. The project has already received international recognition as Europe’s best GovTech solution and set an official world record. Together with the Ministry of Digital Transformation, the IT company Kitsoft created the technological foundation of Diia.AI, which made possible the world’s first government service powered by an AI assistant.
Diia.AI is a national AI assistant that can fulfill Ukrainians’ requests and initiate public services directly in a chat on the main page of the Diia portal.
A user simply writes what they need, and the assistant analyzes the request, responds, creates an application for the required public service if necessary, and notifies them of the result.
The appearance of Diia.AI became possible thanks to the modern digital infrastructure that Ukraine had been developing in recent years. The Ministry of Digital Transformation consistently implemented new technological approaches at the national level, enabling faster progress.
In particular, the low-code platform Liquio by Kitsoft played an important role in this. It ensures standardized logic for launching public services and fast integration between systems, operates stably under high loads, and meets the security requirements of national projects. Liquio is the foundation of the Diia portal and a whole range of government solutions — from eBaby and e-Entrepreneur to u-Residency and the e-Veteran portal.
At the same time, Kitsoft invested in R&D and the AI direction over the past two years — and when the initiative to launch Diia.AI arose, the technical base was already in place.
As a result, Diia.AI is the product of a well-formed ecosystem. The innovation became possible thanks to the infrastructure, the team, and the state’s determination to implement new solutions.
Diia.AI — the world’s first government AI assistant and Europe’s best govtech solution
Diia.AI has already received international recognition. The World Record Book officially confirmed that it is the world’s first AI assistant providing public services at the national level. The record in the “First Time” and “Inventions” categories was registered on November 4 in Kyiv during the WINWIN summit.

In Europe, Diia.AI was also recognized as an innovation that creates real value for people. At the SEMIC conference, the assistant became the winner of the Best Cases Awards 2025 in the category of solutions for citizens, confirming Ukraine’s leading role in the development of modern digital public services.
Together, these recognitions demonstrate the uniqueness of Ukrainian govtech innovation and prove that interaction with the state can be fast, intuitive, and fully digital.
Public services directly in the chat
The main advantage of Diia.AI is the ability to launch public services within a single dialogue. Already today, users can obtain an income statement without filling out forms or navigating between pages: the document is automatically generated in the Diia system and delivered to the user’s electronic workspace and email.
The world is moving toward a model where AI agents perform everyday actions instead of the user. Soon, people will not open apps or websites; they will simply ask their agent. In this context, the state must also move in this direction rather than remain in the logic of outdated, multistep processes. This launch shows that the government can develop at the pace of the technologies people already use. You can’t live in a world of seamless digital tools and, at the same time, go in circles to get something from the state. Diia.AI is about prioritizing citizens, proof that public services can be intuitive, accessible, and human-centered
Technology that makes it possible
The technological foundation of Diia.AI relies on two key components:
- Liquio platform
The low-code platform Liquio is the foundation of the Diia portal. Its standardized architecture made it possible to quickly connect the AI assistant without rebuilding government systems.
Based on Liquio, the Kitsoft team created a service layer — an interface through which AI can perform real actions.
The platform “understands” the structure of services and the sequence of steps required to launch them.
- Model Context Protocol (MCP)
MCP is the “language” through which AI interacts with government services.
It describes:
- which services are available,
- which parameters need to be provided,
- what result the system should return.
Therefore, when a user formulates a request in natural language, the assistant interprets it and, through MCP, contacts the government system — for example, to register a private entrepreneur or generate an income statement.
Kitsoft integrated MCP into Liquio, created the interface layer, connected the necessary services, and tested all assistant operation scenarios.
The team ensured a technological level that allows AI to perform real actions rather than merely provide consultations.
Real actions in real time
For the AI assistant to not only respond but also act, several key technical challenges were addressed on the Diia portal:
- real-time retrieval of data from registries and generation of documents;
- instant system response;
- scalability to millions of users;
- security by default — AI does not see personal data.
We are continually improving Liquio to ensure that public services are in a format that systems can read automatically and are ready to work with artificial intelligence. Its standardized architecture not only makes such integrations possible — it makes them scalable. This means that any state, not just Ukraine, can benefit from AI-driven services that are quickly implemented, easy to maintain, and genuinely help people

The AI assistant in Diia does not have direct access to personal data. The user logs into the app and provides consent for interaction, but only depersonalized requests are sent to the language model — without any personal information, such as names, addresses, document numbers, or other identifiers. All personal data is processed exclusively within the protected Diia system and is never transferred to the large language model (LLM).
Before a request reaches the LLM, filtering and complete removal of personal data take place. Only the essence remains in the model: “the user wants to open a business,” “the user needs information about a tax group,” or another request. Based on this, the LLM forms a response, and the Diia system locally supplements it with personal data relevant to the specific user. That is why the LLM works only with abstract requests, while the personalized result is seen only by the authorized user.
What the AI assistant can already do — and how its functions will expand
Today, Diia.AI helps Ukrainians obtain information about entrepreneurial status, tax group, real estate or land, and pension and insurance records.
And as new registries are connected, the assistant will expand its capabilities — from comprehensive services for life events to full-fledged administrative processes.
This is another step toward a future where interacting with the state is as simple as a conversation in a familiar chat.
