Ukraine Boosts Regional Digitalization

A new upgrade to the Diia.Digital Hromada platform helps local authorities measure digital transformation, track results, and accelerate innovation across regions.
As part of its continued leadership in digital government, Ukraine has expanded its national Diia.Digital Hromada platform — equipping local and regional authorities with better tools to manage and measure digital progress.
The platform now includes two performance indexes:
the Regional Digital Transformation Index, and
the Community Digital Transformation Index
These tools allow public officials across the country to track the impact of digital services, coordinate initiatives, and benchmark progress in real time. The indexes cover key areas such as digital infrastructure, public services, skills development, and local e-government adoption.
More than 1,000 local digital leaders are already using the platform, which now features personalized dashboards, automated reporting, and collaborative tools for digital teams.
This upgrade is a practical example of how Ukraine is institutionalizing digital governance at every level — from ministries to municipalities. Local progress now directly contributes to each region’s digital score, reinforcing shared responsibility and data-driven decision-making.
Ukraine continues to show how digital tools can transform public services even in times of crisis. This platform connects national strategy with local action.
The platform is part of Ukraine’s broader effort to build a resilient, transparent, and citizen-first government. It also supports the country’s WINWIN Global Innovation Strategy until 2030.
Diia.Digital Hromada («community») is Ukraine’s national platform for regional Chief Digital Transformation Officers (CDTOs) and local digital leaders. It brings together up-to-date data on digitalization, practical guidance for implementing innovative solutions, and examples of successful projects from across the country.
