Diia.Digital Hromada is a national platform for digital leaders of territorial communities and Chief Digital Transformation Officers (CDTOs) of regions. It accelerates digital transformation at the local level and fosters the implementation of innovative solutions across Ukraine’s regions and communities.

Regional digitalization is a key component of Ukraine’s transformation. The strategic goal is to ensure that every regional team actively participates in digital development, enhances capacity, and implements modern solutions.
Four years ago, Ukraine became one of the first countries to introduce the position of CDTO — Chief Digital Transformation Officer. This initiative has helped build a new culture of efficiency, clarity, and a smart approach to digital change. Since then, over 375 regional projects have been implemented across various sectors.
The Diia.Digital Hromada platform helps coordinate these processes, bringing together digital leaders to share experiences and scale successful practices. It enables tracking the level of digital transformation in regions and communities, provides recommendations, and serves as a space for interaction between local governments.
The platform offers Digital Transformation Indexes for Ukrainian regions and communities. These help assess the authorities’ capacity to adopt and implement digital solutions in 24 regions and 1469 communities.
