Ukraine Boldly Transforms Public Procurement

The State Agency for Infrastructure Recovery and Development of Ukraine has significantly enhanced its public procurement processes through the development and implementation of a sophisticated risk management system. This initiative, developed in partnership with MK-Consulting and with support from the EU Anti-Corruption Initiative (EUACI), empowers the Agency to proactively identify potential risks and comprehensively evaluate procurement results, leading to greater transparency, efficiency, and accountability.

Main Objective

The project aimed to preventively identify potential risks in procurement activities conducted by subordinate services and to comprehensively evaluate the results of those procurements. This was achieved by creating a system that automatically tracks purchases, optimizes employee workflows, and enables timely responses to potential issues, including the identification of violations and prevention of procurement delays.

Key Characteristics of the System

  • Automated Risk Assessment: The system automatically checks procurements against 21 specific risk indicators, alerting Agency employees to potential problems. These indicators are tied to details within the Prozorro e-procurement system and cover areas like proposal acceptance periods, competitive procedures, tender guarantees, auction participation, response timeliness, complaint status, and abnormally low bids.
  • Comprehensive Procurement Evaluation: The system provides 16 parameters for evaluating procurement results, including basic information (number of procurements, success rate, average participants, duration), problematic procurements (complaints, audit decisions, deadline violations), savings indicators (expected vs. final cost), and contract details. It also offers 6 filters for refined analysis.
  • Dynamic Analysis and Reporting: The system allows for dynamic adjustment of the analysis period directly within the interface and enables the export of metrics to Excel for further review and reporting.
  • Integration with Prozorro: The system includes a procurement crawler that integrates with Prozorro, Ukraine’s national e-procurement system, ensuring comprehensive data coverage.
  • Flexible Monitoring: The system allows for flexible selection of both buyers and procurements for monitoring, as well as the ability to enrich procurements with additional information.

Key Results:

  • Proactive Risk Identification: The system enables the proactive identification of potential risks in procurement, allowing for timely intervention and mitigation.
  • Improved Efficiency: Automation streamlines procurement monitoring and evaluation, optimizing employee working hours and freeing up resources.
  • Enhanced Transparency and Accountability: The system promotes transparency by providing a clear view of procurement processes and results. It supports accountability by enabling the identification of violations and areas for improvement.
  • Reduced Procurement Delays: By identifying and addressing potential issues early on, the system helps to prevent procurement delays.
  • Data-Driven Decision-Making: The system provides valuable data and insights that support informed decision-making in procurement.

Technical Details:

The system was built using a range of technologies, including PHP Laravel, Angular, MongoDB, and Docker.

The project team consisted of a Product Owner, System Analyst, two Backend PHP Developers, a Frontend Developer, a QA specialist, and a DevOps engineer.

This initiative underscores Ukraine’s commitment to improving public procurement practices and strengthening good governance. By leveraging technology and fostering collaboration, the State Agency for Infrastructure Recovery and Development is setting a new standard for transparency and efficiency in public procurement.
