Diia.Education is Ukraine’s national edutainment platform dedicated to enhancing digital skills and supporting reskilling and upskilling. It plays a key role in fostering digital literacy as a foundation for professional development, economic growth, and secure engagement in the digital space.

In 2019, the Ministry of Digital Transformation of Ukraine identified digital literacy as a strategic priority, setting an ambitious goal to equip 6 million Ukrainians with essential digital skills. Research revealed that 53% of citizens had below-basic digital proficiency, while 15% had no digital skills at all. This insight led to the developing of the National Digital Literacy Development Concept, aimed at accelerating digital economy growth, e-democracy, and human capital development.
To ensure effective self-assessment tools and tailored educational programs, the Ministry adapted the European DigComp 2.1 and 2.2 frameworks. It developed the Digital Competence Framework for Ukrainian Citizens, covering six key areas and 30 competencies.
In 2020, with the support of the Swiss-Ukrainian EGAP program, the Diia.Digital Education platform was launched as an MVP. Initially offering just three educational series, it rapidly expanded to 50 series, addressing the surge in demand during the pandemic. By 2023, the platform underwent a strategic transformation: with backing from Google.org, it introduced personalized learning pathways and integrated a job vacancy catalog from Ukraine’s largest employment platforms.

These large-scale efforts delivered tangible results: in 2023, the Ministry successfully met its goal, engaging 6 million Ukrainians in digital literacy programs. Over four years, the share of citizens with basic or advanced digital skills grew by 12.6%, reaching 60%, aligning with EU benchmarks (where in 2021, this figure stood at 53.84%). These achievements are highlighted in the Digital Decade strategy, which outlines the EU’s digital development roadmap through 2030.
Today, Diia.Education offers over 370 free educational products, including educational series, interactive simulators, tests, guides, and podcasts. Digital literacy remains a top priority for the Ministry, as it ensures equal access to opportunities in the digital state.
