Ukraine, EU, and eGA Deliver 150+ Digital Services Through the DT4UA Project

On April 23, during the event «Shaping the Digital Path to the EU: Kyiv — Tallinn — Brussels», the Ministry of Digital Transformation of Ukraine, the European Union, and the e-Governance Academy (eGA) presented the outcomes of the DT4UA project — a strategic initiative supporting Ukraine’s digital transformation and integration into the EU Digital Single Market.

Digital transformation is key to Ukraine’s resilience and EU integration. The European Commission has already recognized the country’s progress in aligning with EU standards on e-identification, trust services, and interoperability. DT4UA has been a catalyst in turning strategic goals into real digital solutions

Despite the ongoing full-scale war, the project delivered critical upgrades to digital infrastructure, launched new e-services, and strengthened institutional capacity, further positioning Ukraine as a digital leader in the region.

Tangible Improvements Across Ukraine’s Digital Public Service Ecosystem

DT4UA has significantly accelerated Ukraine’s shift to a digital-first governance model.

Key outcomes include:

  • 150+ updated electronic services in Diia.Enhanced user interfaces, backend integration, and legal compliance, have made these services faster, more secure, and more accessible nationwide.
  • Launch of uResidency — Ukraine’s first international digital product. This program enables foreign entrepreneurs to register and manage businesses online in Ukraine, opening new economic channels and global access.
  • Introduction of e-Entrepreneur — a fully digital business registration service. A one-stop solution allowing Ukrainians to open a business online, integrating taxation, classification, and documentation into one seamless service.
  • Over 27 million education documents generated through Diia. Digital diplomas and certificates are now widely available through the app, reducing paperwork and streamlining verification for employment and study.
  • Trembita — the national data exchange system — processed over 12 billion transactions Trembita connects state registries across agencies, enabling real-time, secure data sharing and eliminating redundancy for users.
  • Expansion of Diia.Engine — the platform powering over 40 public registries. This low-code/no-code platform enables ministries to develop and manage digital services independently, reducing vendor reliance and aligning with EU digital sovereignty principles.

Trembita has enabled more than 12 billion data exchanges between registries and remains a model of a resilient digital solution — one that continues to operate effectively even during wartime

Supporting Ukraine’s EU Digital Integration

DT4UA also helped align Ukraine’s digital infrastructure and services with EU regulatory frameworks and technical standards.

Key EU integration milestones include:

  • Recognition for Diia.Signature in the EUUkraine became the first non-EU country whose electronic signature is technically compliant with the EU’s eIDAS regulation — allowing citizens to digitally sign documents recognized across EU member states.
  • Participation in the development of the European Digital Identity WalletUkraine contributes technical insights and user experience to the EU’s future cross-border digital identity framework.
  • Establishment of the Digital Competence CenterThis hub trains public sector leaders and spreads best practices in digital governance — a foundation for long-term transformation and capacity-building.
  • Launch of the WINWIN AI Center of ExcellenceA national initiative to research, pilot, and scale artificial intelligence applications for the public sector and essential services.

Ukraine’s digital success is not only a technological achievement — it is a signal of resilience, institutional progress, and readiness for deeper integration with the European Union.

The DT4UA project is funded by the European Union and implemented from November 2022 to December 2025 by the e-Governance Academy (Estonia) in cooperation with the Ministry of Digital Transformation of Ukraine. The project has a budget of €17.4 million and focused on the support of Ukraine’s digital transformation.
